Description
The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1(a) with Aluma Tower Company, Inc., 1639 Old Dixie Highway, Vero Beach, FL 32960-3656 for the purchase of twelve (12) Telescoping Towers, twelve (12) Tower Anchor Kits, twelve (12) Anchor Installation Kits, and twelve (12) Tower Mounting Bases. Information received within 15 days after date of publication of the solicitation will be considered by the Government. Though this notice of intent is not a request for competitive quotations, all responsible sources may submit an offer which shall be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 334220. SOLE SOURCE JUSTIFICATION: AFRL/SNRT requires twelve (12) lightweight aluminum crank-up towers to be part of an experimental portable radar system. The towers being purchased will be used with existing inventory towers of the same type and model. Additionally, there is a variety of inventory replacement parts which facilitate upkeep of the existing towers. Purchasing different towers would require the purchase of a complete set of tower units and parts to facilitate upkeep. The combined savings associated with utilizing existing inventory and ordering fewer tower units of the same type outweighs ordering a complete set of new tower units and parts. The proposed source, Aluma Tower Company, Inc. is the only known source that can satisfy that government's requirement for the existing tower units and parts. No other units or parts can support the existing units and parts due to the unique requirements of the experiment.
