- The Department of Commerce, NOAA, National Weather Service (NWS), International Activities Office (IAO) intends to negotiate on a sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, at Oregon State University located in Corvallis, Oregon for PRISM Training to provide training in the area of climatological data processing. The focus of the training will be the PRISM climate mapping techniques. Training will be accomplished in an appropriate computing environment in the United States only. One Indian scientist will receive this training for a period no longer than 12 weeks. NOAA/NWS will be responsible for all travel and living costs for the Indian scientist. The following is a list of the requested training activities: supervised station climatological data processing with available computer, trained on PRISM theory and operation, preparation of spatial gridded mean monthly maximum/minimum temperature, preparation of spatial maps of some cases of extreme temperature/precipitation events that have occurred in India, learn to use GIS/Internet map server in displaying and interpreting gridded climate maps, learn how to determine methods for downscaling GCM analyses to finer grid scale, and trained on Minnesota Map Server (MMS) technology for displaying maps of climate averages and extreme events for India over the Internet. Attached is the Statement of Work describing the required services. This is not a request for competitive proposals. However, to be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the requested training. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open this requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
