Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) intends to procure on a sole-source basis with Integra Life Sciences Corp for maintenance of an XKnife and ImageFusion System. The service and maintenance agreement will be for a one year base period. The ROB runs a laboratory and patient treatment clinic. The ROB?s focus is on the treatment of cancer cells using radiation while trying to protect the normal cell tissue. The ROB clinic treats patients on a daily, weekly, or monthly schedule, depending on the cancer type, location and size. This equipment is required to be in top shape to prevent harmful delays due to down time, and/or to prevent the patient from being treated in an unsafe manner. This equipment must be maintained using factory trained technicians due to equipment specific and treatment specific software and hardware. This software is proprietary in nature and is not shared or common knowledge to regular mechanical repair companies. It is also required that only factory specific parts be used in the repair and service of this equipment. Using factory seconds or remanufactured parts not reconditioned to ?like new? can damage the equipment and/or create an unsafe environment. Integra Life Sciences shall provide: 1) one preventive maintenance inspection during the contract period; 2) emergency repair services on a limited basis, but shall provide unlimited access to assistance from technical staff to support operating condition and troubleshooting; 3) replacement parts required during inspection and calibration; and 4) on-site support and automatic upgrades to any changes in the XKnife Arc, Conformal and ImageFusion software as well as new versions of the software. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracts office by 1:00 PM EDT (local Washington, D.C. time) on May 21, 2007. All questions must be in writing and can be faxed (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor?s responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
