Description
The purpose of this Modification is to revised the date for submission of Quotes and respond to Questions submitted to the Contracting Officer. A. The new date for submission has been revised from May 4, 2007 to May 18, 2007. Questions: RFQ M07PS13151 Minerals Management Service DOI 03/01/2007 The following response is being provided to questions asked regarding RFQ M07PS13151 for Management & Logistics of Oceanographic Equipment - "Launch 1273"Minerals Management Service DOI 03/06/2007 1. In the qualifications section, you've asked for "relevant experience in the scientific disciplines." For the vessel captain and crew, are there specific scientific duties they will be required to perform in addition to operating and maintaining the vessel? RESPONSE - There are no specific scientific duties to perform. However, the captain and crew are responsible to oversee a safe operational situation, so they will need to assess sea state and weather/ice conditions in relation to scientific tasks to be achieved over short-term and long-term planning horizons. It is helpful if they understand logistical needs of scientists in order to maintain safe operations. 2. Under Program and Data Management, you have also asked for "Evidence and sufficiency of a Project plan and system designed to ensure continuous evidence of data possession, comparison, and security." Are the vessel operators required to have experience in the control, tracking and management of evidentiary data? RESPONSE - No; that wording in this RFQ pertains to notations such as captain's log, expenses, maintenance records, etc. 3. Will MMS or other contractor scientific personnel be on board the vessel to conduct the specific research required, or will the vessel crew be required to do this? RESPONSE - The vessel crew will not be responsible to perform the scientific research. The Government realizes the boat service personnel are not the scientists; rather they prepare the boat, get it in the water, and provide a captain to pilot the ship during the scientific field season. The scientists come from our studies contracts and use the ship to collect data. The Launch effort is not looking for scientists, but the vendor must be able to work with scientists and accommodate their needs. 4. Proposers are asked to either replicate the established routine or propose a new approach. Will MMS publish their "established routine with key vendors and personnel at Prudhoe Bay?" RESPONSE - The RFQ constitutes a public presentation of MMS' existing "established routine". However, each bidder is free to bid on the established routine, or suggest an alternate solution with estimated costs. 5. Can we have access to previous years Field Season Operation Plans? RESPONSE - Last year's operation plans are described in the RFQ as the "established routine". Perhaps you mean to request a sample "cruise plan", which will change from year to year. A sample is attached, but you should keep in mind that the field season objectives and duration and specific location changes every year. 6. To determine the proper personnel mix and pricing, can you clarify the expected positions and labor hours by position? a. RFQ discusses tasks performed April through September - are there tasks to be performed Oct through May? RESPONSE - This contract calls for a field season around the open water period and a "hibernation" period when the vessel is not in use for many months. The exact timing of this dual season plan may vary with each bidder, but MMS imagines that no tasks need be performed from October through May. In past years the vessel remains in heated storage at Prudhoe Bay and the only activity is payment of a monthly invoice for storage rental space. MMS intends to retain management of monthly invoices for storage through the winter. b. RFQ discusses a PM and a vessel captain/crew. i For a 36' vessel we are assuming a licensed master with one deckhand is sufficient and both these personnel would be full time from April through September each year. Is this a valid assumption? RESPONSE - Full time labor may not be necessary until the vessel is operational in the water, beginning in late July until the vessel is put again into winter storage. Are there requirements for these positions at other times during the year? Only as described in 6 (a) above. ii The project manager?can the vessel master act as the PM or is a separate position required? RESPONSE - A separate position is not required. Are PM duties required year around? No.
