Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to enter into a combination of Firm Fixed Price (FFP) and Time and Material (T&M), Indefinite Delivery/Indefinite Quantity (IDIQ) performance-based contract using other than full and open competition to Amherst Systems, Inc., a Subsidiary of Northrop Grumman Corp.. Amherst Systems, Inc. has unique capability including knowledge and experience, manufacturing capability, tooling and test equipment that is not available from any other source, as well as Limited or Restricted rights data and software required to perform this effort. Services will include preventative maintenance and on-call, remedial maintenance that includes repair and replacement parts and training support for the Government-owned Advanced Multiple Emitter Simulators (AMES), e.g. AMES II, MicroAMES, PicoAMES, Phase DF Simulation Unit (PDSU), flAMES, MicroAMES PLUS, and AMES III, located at the Electronic Combat Simulation and Evaluation Lab oratories (ECSEL), NAWCWD Point Mugu, CA and China Lake, CA and its customers, including Foreign Military Sales (FMS). The Government contemplates a contract for a period of five years, starting approximately 9 August 2007. It is planned to award the IDIQ contract with Task Order 0001 being issued concurrent with award. This notice is not a request for competitive proposals; however, any firm, other than Amherst Systems, Inc., subsidiary to Northrop Grumman Corp., should respond in accordance with Numbered Note 22, no later than 7 June 2007. The solicitation will be issued on or about 25 May 2007 and will be made available electronically upon its release at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov. Some portions of the RFP may not be available electronically. It is the Offeror's responsibility to contact the Government Representative cited in the RFP in order to obtain paper copies of those portions of the RFP that are not available el ectronically. All responsible sources may submit a proposal that shal l be considered by the agency. See Numbered Notes 22 and 26.
