- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), ENERGY STAR Labeling Branch (ESLB) in Washington, DC intends to award a purchase order to the Lighting Research Center (LRC) of Troy, NY under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to obtain data analysis on a lighting research study dealing with light emitting diode (LED) technology. This research will be lead by expert staff and will result in an increased understanding of technical issues surrounding energy efficient lighting, define new test procedures for LED lighting systems, and further the development of new application guidelines based on the data analysis. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that LRC is uniquely qualified to satisfy the Government's requirement as they are the only organization offering study opportunities specific to LED research. This research will provide unbiased, independent information about LED technology and develop applications guidelines to assist end users to effectively save energy while improving lighting. LRC is the world's largest university-based research and education institution dedicated to lighting, and works with key stakeholders in the industry to achieve the aforementioned goals. The organization employs an expert staff of more than forty researchers, educators, designers, and scientists and is a component of Rensselaer Polytechnic Institute (RPI), the oldest technical university in the U.S. Under this purchase order, the EPA will obtain: 1) professional staff time for data analysis; 2) three (3) copies of the data analysis; 3) three (3) copies of the complete report; 4) one (1) study overview and conclusions presentation in CD format; and 5) one (1) teleconference call with LRC experts and the lighting industry upon completion of the study. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit their capabilities, which if received by the response date of this announcement may be considered. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
