- THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A RE-SOLICITATION TO PRE-QUALIFY PRIME CONSTRUCTION CONTRACTORS. THIS SOLICITATION TO CONSTRUCT A PRE-ENGINEERED METAL STRUCTURE REPLACES 362575-07-A-0020. The Postal Service is seeking Qualification Statements from prime general construction contractors wishing to be pre-qualified for a fixed-price contract to construct a 67,000 square foot pre-engineered metal structure to expand the Raleigh Processing & Distribution Center located at 1 Floretta Place in Raleigh, North Carolina, for installation of the new Flats Sequencing System. The work consists of a single-story, high bay structure with an overall footprint of approximately 200 feet by 340 feet. A new storm water system will be installed and connected into the existing system. The floor will be a 6? concrete slab-on-grade construction. The roof will be a standing seam metal roof. HVAC will be roof mounted gas fired units on the addition and computer room units. The electrical system will include a new 480 volt service, fluorescent lighting, power outlets, extending the telephone, data and fire alarm systems. Two new restrooms are being installed and located in the existing building. The natural gas, compressed air, and sprinklers systems are being extended. All work is to be done in accordance with USPS approved plans and specifications. This facility is occupied and in use 24 hours per day, seven days per week. There will be no disruption of mail processing operations. The total construction time for the project is 270 days; estimated cost range is $7,000,000 to $8,500,000. PRIMARY FACTORS TO BE CONSIDERED FOR PREQUALIFICATION are company background, past performance, experience, financial stability, capacity to perform, and safety. Qualification Statements will be evaluated by qualified personnel selected by a USPS contracting officer. All firms will be notified within 60 days of receipt of their Qualification Statement as to prequalification status. Firms selected as being the most qualified for each project will be placed on the prequalification list. A Request for Proposals will be issued to pre-qualified firms at a later date. TO BE CONSIDERED FOR PREQUALIFICATION, A COMPANY MUST MEET THE FOLLOWING MINIMUM REQUIREMENTS: (1) Company must possess applicable license(s) for this type of work, as required by the State named in this solicitation, or provide copy of application to obtain such license(s). (2) Company must have a minimum of ten (10) years experience in this type of work. Experience and past performance of key personnel on comparable projects may be considered toward meeting the ten-year minimum requirement. (3) Company must have completed two comparable projects within the past five years; one of the projects may be ongoing. Comparable projects are defined as similar in scope (type and size) and cost (over $5,000,000). (4) Company must be capable of obtaining performance and payment bonds for 100% of the contract price for this project.
