NAICS Code: 541611 One-Stop Shop (Supporting leadership development programs for EPA Employee) Posting Date: May 14, 2007 Procurement Office: U. S. Environmental Protection Agency (EPA), Program Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 The U. S. Environmental Protection Agency (U. S. EPA), The EPA Office of Human Resources (OHR) intends to award a sole source fixed-price blanket purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Blanchard Training and Development, Incorporated, a Woman Owned Business. The estimated value of this procurement is approximately $500,000.00. The period of performance is Date of Award through December 31, 2010. Place of performance is Washington, District of Columbia. The purpose of this blanket purchase order is to obtain a service agreement for supporting leadership development programs for EPA employee. BACKGROUND: The EPA Office of Human Resources (OHR) continues to support learning programs that enhance development opportunities for all Agency employees. OHR and the Leadership Development Institute continue to seek out alternative ways for employees to engage in productive learning activities; including e-learning, classroom activities, mentoring, and coaching, to name a few. Pursuing a variety of blended approaches allows the Agency to reach a large number of individuals within Regions, Laboratories, and Program Offices, and builds capacity for future EPA leaders. Through extensive extensive research the EPA Leadership Development Institute has found only one program which offers a blended learning experience, has the capability to supply most of the material needed, as well as facilitation and administrative services, building a "One-Stop-Shop" process. EPA has purchased services from the Blanchard Organization to facilitate several Situational Leadership programs. One of the mandatory workshops included in the "Successful Leaders Program" is, Situational Frontline Leadership, and three executive coaching sessions. The Blanchard Training and Development, Incorporated is highly specialized and requires specially-trained people to provide supplies and services. REQUIREMENTS FOR THE BLANCHARD TRAINING AND DEVELOPMENT, INCORPORATED SERVICE CONTRACT: All the following specifications must be met: The contract must provide the following workshops: Successful Leaders Program (combination of EIS and SFL), Excellence in Supervision, Situational Frontline Leadership (3 days), Situational Leadership II (2 days), Situational Self Leadership (2 day), and Situational Self Leadership (blended). Each workshop can accommodate approximately twenty (20) to twenty-two (22) participants per session. Performance Standard (PS) Monitoring Techniques (MT), and the Contractor Incentives (CI) (PS1) Supplies & Materials: The contractor will supply all materials necessary to insure the successful delivery of the courses listed above. The contractor will work with the EPA program manager to establish delivery dates on all material. All material will be delivered on time regardless of class location. (MT1)The EPA program manager will monitor this activity and shall seek 100% compliance of this requirement. (CI1) 100% compliance is necessary of the successful delivery of each of the course. For every set of materials that is missing or incorrectly reproduced the government will deduct $100. For each day that the materials are late, the government will deduct $200 from the fixed price of the contract. (PS2)Administration: The contractor will work with program manager to establish appropriate reporting schedules for tracking all financial disbursements, class attendance, and any other administrative needs deemed necessary by the program manager. (MT2)The EPA program manager will monitor these activities and shall seek 100% compliance of this requirement. (CI2) Failure to supply the agreed upon reports will result within the agreed time frame will result in a penalty of $500 each day the reports are late. Outstanding performance will result in extension of the performance period of three months. (PS3) Course Information, Tools and Exercises: All course information, tools and exercises provided by the contractor are subject to EPA review. The contractor will make any course modifications to any products and services deemed necessary by the EPA program manager. (MT3)The EPA program manager will monitor these activities and shall seek 100 % compliance of this requirement. (CI3) Failure to supply the agreed upon information, tools and exercises may result in a penalty of $500 each day the materials are late. Outstanding performance will result in extension of the performance period for three months. (PS4) Facilitation Skills and Knowledge Transfer: All trainers and facilitators will be subject to the approval of the EPA program manager. Resumes and past performance references must be provided to program manager one month prior to scheduled course delivery. Once the program manager has approved a facilitator or trainer this requirement will not be necessary for future trainings. All contractor supplied facilitators and trainers will be expertly versed in all training materials and course objectives. All trainers and facilitators will have excellent verbal communication skills, and have the ability to engage students on course materials and goals. All facilitators will demonstrate the ability to control exercises and discussions keeping learning exercises on point and relative to the course material. Trainers and facilitators will make good use of time provided for the course. Above all, trainers and facilitators will possess the skill to transfer course information leaving participants knowing that material and objectives are relevant to their duties and jobs. (MT4) The EPA program manager will monitor trainers and facilitators and shall seek 100 % compliance of this requirement. (CI4) Failure to supply the agreed upon trainers and facilitators will result in a forfeit of payment. Outstanding performance will result in extension of the performance period for three months. The North American Industry Classification System (NAICS) Code for this procurement is 541611. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announce will be considered. Responses to this posting must be in writing. A determination not to compete the proposed blanket purchase order based upon the responses to this notice is solely within the discretion of the Government.
