- Seeking Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), or 8(a) program contractors capable of providing biomedical waste service for the James A. Haley Veterans Hospital, Tampa Florida, the VA Outpatient Clinic located in New Port Richey Florida, and the Orlando VA Medical Center located in Orlando Florida. Based upon response to this notice and identified contractors, separate contracts may be solicited for these locations, or they may be combined. The contractor shall furnish all labor, vehicles, and containers necessary to provide collection, storage, removal, transportation, and disposal of biomedical non-hazardous waste. Hazardous waste is not included. The contractor shall comply with all current local, state, and federal regulations and guidelines when collecting, storing, removing, transporting, and disposing of all wastes. The preferred method of disposal is incineration. Contractor shall provide an exchange collection cart system for use in the facility, carts must be sanitized prior to return. Contractor shall provide sufficient number of mobile collection containers as needed. Number and size of carts and containers shall be determined by the size and volume of the facility. Containers shall be full-size mobile collection containers with hinged lockable lids, constructed of a material to eliminate sharps perforation and leakage during handling and transportation. Full-size containers must be designed to provide waste collection and shipping in same container. Each time the carts or containers are picked up they shall be replaced by an equal number of washable and sanitized re-usable empty sterile containers. The contractor shall provide compatible equipment for lifting, stacking and storing collection containers. Carts and containers will be placed by VA personnel in all areas of the facility requiring removal of waste. VA personnel will close or seal the carts filled with waste and transport the carts to the loading area. The contractor shall provide properly permitted and licensed trailers or containers for temporary storage and highway transportation of collection containers filled with waste. The contractor shall maintain and repair the storage containers as needed. The contractor shall respond to any requests by the facilities to exchange full trailers for empty trailers within twenty four hours of notification. The contractor shall provide the VA with manifests for all biomedical waste removed from the site. PLEASE NOTE - if these contracts are awarded under the SDVOSB or Veteran-owned business set-aside or 8(a) procedures under P.L. 109-461, the contract awardee is required to perform at least 51 percent of the cost of direct labor with its own employees.
