Description
This procurement is a 100% Set-Aside for Small Business. Project is for Construction Management Services. The NAICS Code assigned is 236220 with a size standard of $31,000,000.00. Competitive proposals will be evaluated based on the evaluation cr iteria set forth in the solicitation package. Separate technical and cost proposals will be evaluated based on Best Value for award of the project. The Construction Management Services Contractor (CMSC), as an independent contractor and not as an agent of the Government, shall furnish necessary personnel, facilities, travel, material, and equipment, to furnish construction management support. The CM support shall be for all work undertaken by USACE, to support US Army Corps of Engineers and its customers located within USACE North Atlantic Region boundaries and assigned North Atlantic Division mission areas. Specific areas of concern are Ft. Belvoir, Virginia and Ft. Lee, Virginia. All work shall be in accordance with Statements of Work. Work will be performed within the continental United States (CONUS). Orders to be issued under each contract will be based on scopes of work defining specific requ irements. A wide variety of potential projects could be expected in this contract. Possible actions anticipated under this contract may include but are not limited to: Delay Impact Analysis; Change and Claim Analyses; Independent Schedule Development/ An alysis; Specialized Quality Assurance Testing; Specialized Technical Support; Construction Contractor Schedule Review; Estimating Services; Project Consultant/ Program Manager; Project Manager; Office/Project Engineer; Specialist Technician Services; Quali ty Assurance Services; CADD/Specialized Drafting Services; Construction Integration Phase Services; Project Procurement Phase Services; and Miscellaneous. . Award will be made to the best overall proposal, which is determined to be the most beneficial to the government. Geographic area is the US Army Corps of Engineers, Baltimore District, Fort Belvoir work to include the Garrison IPO and National Geospatial Intelligence Agency Campus East IPO. The approximate value of the contracts will be $29,500,000 .00. The Government intends to award one (1) contract from this solicitation. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation will be provided in an electronic format, free of charge, to all regis tered plan holders. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. Contractors requests for this solicitation will be performed through ASFI. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the particular contract specialist for the particular project. All deliveries, packages, etc. of more than one b ox or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal con tract. Witho ut SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/ subcontractors.
