Description
This procurement is for a Firm Fixed Price Purchase Order under FAR Subpart 13.5 - Test Program for Certian Commercial Items. The set-aside for small business concerns has been dissolved. The North American Industry Classification System (NAICS) Code is 541330. The Naval Surface Warfare Center, Carderock Division (NSWCCD), Maneuvering and Control Branch, Code 5600, has a requirement for engineering and fabrication support services to build a large (~20th-scale, approximately 55 ft. in length) High Speed Sea Lift (HSSL) SeaTrain Model, to support science and technology advancements associated with articulated Surface Effect Ship (SES) type craft, and test it in realistic scaled seas. This work includes model design, test planning, testing, and overall project management. The proposed contract action is being solicited on a sole-source basis to Alion - JJMA Corporation. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). Alion Science and Technology is the developer of the SeaTrain concept that is being tested. It is a proprietary concept and only Alion Science and Technology has the licensed concept and experience with the previous test data. Award to any other source would result in (a) substantial duplication of cost to the Government that is not expected to be recovered through competition, and (b) unacceptable delays in fulfilling the agency's requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 30 May 2007, at 5:00pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
