Description
NASA/LaRC has a requirement to Define and Characterize the Research and Development of Microwave Generated Surface Plasmas. The support will involve researching the optimum design of initiators for generating surface plasmas using low-power microwaves. The contractor will be consulted on the design of a hypersonic, boundary layer model to be tested. NASA/LaRC intends to purchase research from Old Dominion University Research Foundation(ODURF), who is the only known source that can satisfy agency requirements. ODURF for several years has engaged in the advanced state-of-art in microwave techniques as applied to plasma generation. ODURF's investigators have specialized capabilities in plasma physics and spectral diagnostics. Unique spectral diagnostic techniques, developed by ODURF, will be available to extend the plasma characterizations to low electron densities. These capabilities, coupled with the need for research continuity without significant duplication of cost, justify securing a contract for these tasks with ODURF. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 9, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
