Description
1. Will all printed materials be provided? Or do we need to add them in to our development costs & distribution costs? If we need to add them in, please provide some idea of quantities. All materials will be provided by the Host Agency. By definition, Host Agency is the specific Agency (PSC, SAMHSA, IHS, etc.) that will be responsible for the technical aspects of working in coordination with the CFC Support contractor. 2. Will it be necessary to develop/print a book describing the available charity organizations to which donations can be made? If yes, is this a cost we need to incur, or will the book be provided for distribution? Will we need to incur the distribution costs? See question and answer #1. 3. Are there any other known ?materials? that we need to provide/distribute that need to be included in our costs and therefore covered by our proposal? See question and answer #1. 4. Firm fixed price contact is anticipated ? does that mean ?overall fixed price?? Or, can it be an ?hourly fixed price?? This will be a Labor Hour type contract. Other Direct Cost?s will be directly provided by the government or reimbursed through the contract. 5. I assume there is some type of ?on-boarding? process ? meaning someone will provide contact lists and basic background information and documents for review that provide information and specifics about the campaign goals and objectives? And about prior campaigns? Relevant materials will be provided upon award. 6. Task 5 ? Work with Executive Team and OPDIV Coordinators to plan and implement campaign kickoff events at 4 locations. Facilitate entertainment, honor guard, refreshments, invitations of guest speakers, preparation of award program material. My understanding of facilitate is to coordinate ? but if we need to include the cost of this in the proposal, I wouldn?t know where to begin? 1. How is it even possible to estimate this in the proposal? 2. Until we begin working with the Executive Team and OPDIV Coordinators, we won?t know how many people will be in attendance to provide refreshments for, will we? 3. Until we begin working with the Executive Team and OPDIV Coordinators, we won?t know what types of refreshments to provide, will we? 4. Do meeting rooms need to be rented and included in the quote? Or, will each location provide the meeting room free of charge? 5. How do we find out what the cost is to provide honor guard? 6. How do we know if there will be a cost for guest speakers? Or what that cost would be? 7. Preparing award program material just means the scripts for participants? See question and answer #1. 7. Task 6 ? Establish secure holding areas at 3 main sites ? this means holding areas for the materials? Do we just need to coordinate this? Or, is there an associated cost to this that must be added to our quote? There are no direct material cost?s associated with this, secure holding areas to be provided by the government. 8. Will we have access to last year?s donor list? Relevant materials will be provided upon award. 9. Task 10 ? Closeout Ceremonies ? this is just a planning and coordination task ? there are no costs associated with it? 1. Is certificate paper provided? Or, is this a cost I need to include in my proposal? If I need to include it, I need to know how many will be required. Correct, this is a facilitation task; no direct material costs are associated. 10. Task 12 ? Distribute photographs taken at awards ceremonies ? is this a cost we need to include in the proposal? If so, how many, how are they being distributed ? the mail? Email? 1. Distribute certificates of appreciation to keyworkers - is this a cost we need to include in the proposal? If so, how many, how are they being distributed ? the mail? Email? The Host Agency will be instrumental in making decisions in regard to how the photographs will be distributed. No direct material cost is Associated with this task. 11. What is considered ?appropriate? entertainment? -- What are you looking for? Music? Games? Speakers from different charities? The Host Agency will be instrumental in making decisions in regard to what is considered appropriate entertainment. No direct material cost is associated with this task. 12. What is your definition of refreshments? Punch and cookies and cake? Something more involved? The Host Agency will be instrumental in making decisions in regard to what types of refreshments will be provided. No direct material cost is associated with this task. 13. Invitations of guest speakers ? do we need to locate them or will you select them? Are we to coordinate logistics with speakers (travel, parking, honorarium if appropriate, etc.) The contractor will select in conjunction with the Host Agency. Logistics will be provided by the contractor; however the cost for said logistics will be covered by the government. 14 Is this an informal gathering in the Secretary?s suite, or is it a larger, more structured affair? If this is a more structured affair, please provide additional details. The Host Agency will be instrumental in making decisions in regard to the special events. No direct material cost is associated with this task. 15. Why is the incumbent not being retained to manage this initiative this year? This is a re-competition of a previous five year award. 16. Would the incumbent be willing to act as a subject matter expert to provide guidance based on his prior experience coordinating this for HHS? This is out of the government?s purview. 17. Would the incumbent be willing to provide his prior project plans and work papers as part of the transition plan? All relevant materials will be provided upon award. 18. Would the incumbent be willing to have a discussion with interested contractors to help them better understand the scope? This is out of the government?s purview. 19. I prior years did the incumbent provide a fixed price contract that included the cost of all events and materials? Or, were there costs outside of his contract that HHS reimbursed him for? The contract had fixed labor with other direct costs provided by the government. 20. Can you provide a sample listing of materials and quantities (other than those provided by CFC National Capital Area Committee, Global Impact and by Charities) that have been developed in the past by the incumbent? All relevant materials will be provided upon award. 21. How many plaques and/or trophies were provided to HHS contributors last year? This information is not required to submit a proposal. See question and answer #1. 22. Were all plaques and/or trophies purchased at the CFC online store? Unknown. 23. What specific d?cor items for CFC events has the incumbent provided in the past? This information is not required to submit a proposal. See question and answer #1. 24. How many HHS key workers were trained last year? See amendment number 4, question and answer number 13. 25. How many individuals participated in HHS key worker training last year? Unknown. 26. How many individuals who provided key worker training were provided by the incumbent last year? Unknown. 27. Can we enlist the help of volunteers to assist with key-worker training? No. 28. Can we host events that require participants to pay a fee to attend in order to alleviate the cost of events? No. 29. How many such participant fee events were hosted by the incumbent last year, if any? None. 30. Have invitations in the past been printed or generated and distributed electronically? Both.
