- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) with L-3 Communications Corporation, 640 N 2200 W, Salt Lake City, UT 84116-2925, with a ceiling amount of $11,450,000.00. The BOA will cover a five-year period and include line items for spares, repairs, modification, design upgrades, engineering support, and field support services of L-3 Communications proprietary Common Data Link (CDL) systems. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. All test stations, drawings, software, and test procedures for the CDL systems are proprietary of L-3 Communications and are not available from the government to be provided for this procurement. The solicitation will be available on or about 15 June 2007. No hard copies of the solicitation will be mailed. Interested sources must request copies from the POC. Offer must b e submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format.
