- This notice is being publicized in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring Contracting Officers to disseminate information for proposed contract actions expected to exceed $25,000. Further in accordance with FAR 6.302-1 it is the intent of the Drug Enforcement Administration (DEA) to make award to the Computer Sciences Corporation (CSC). CSC has the capability to attract the necessary personnel. The intended contract will provide for engineering support required for the Video/ Audio Unit of the Office of Investigative Technology in support of the Commercial Spectrum Enhancement Act and the transition from analog to digital microwave systems used in law enforcement surveillance. Specifically the DEA requires the following: 2 Electronic/Computer Technician with the following qualifications * AA or AS degree in Electronics Technology or equivalent work experience (8 yrs minimum) * Ability to understand, interpret and apply electrical and electronic, as well as audio and video concepts and theories to solve work related problems * Ability to read and interpret wire diagrams and systems diagrams * Knowledge of Radio Frequency Communication systems testing and troubleshooting techniques * Demonstrated knowledge of video systems * Basic Understanding of computer systems and networks * Knowledge of wireless networks to include mesh networking technologies * Knowledge of network security * Knowledge of TCP/IP Protocol suite * Strong verbal and written communications skills in English * Security clearance (SECRET) 1 Senior Radio Frequency Engineer with the following qualifications * Bachelor's degree in Computer Science or Electrical Engineering * Five plus (5+) years work experience in digital microwave radio, system design & planning (links, capacity, RF and data equipment locations, utility services, wired and wireless network components and data routing, etc.) * Ability to develop system designs, and provide briefing materials for non-technical management personnel * Projects management skills * Knowledge of data security as it pertains to digital microwave video applications * Ability to take data transfer requirements, node locations (source and monitoring), and topographical features and develop a microwave radio link system including hardware lists and hardware and operating cost estimate. (looking for an overall systems person instead of a specialist) * Knowledge of domestic FCC regulations pertaining to licensed and unlicensed microwave transmissions for commercial, law enforcement and government use * Familiarity with digital video and network bandwidth requirements and with digital video transmission characteristics (picture size, detail, compression methods, etc) * Able to validate RF network designs and expected performance through analytic methods (link budgets, simulation tools, etc.) * Knowledge of current and developing microwave and related RF technologies and products (i.e. Digital radio systems, modulation techniques, signal processing, encoding protocols, error handling, range and or data throughput enhancements, etc.) * Knowledge of RF link related aspects of commercial and international digital data transmission standards to include system parameters, system performance (range, data bandwidth, immunity to signal interference and multipath effects, etc), and system implementation. * Demonstrated ability to generate analytical models and arguments in support of all final recommendations * Strong verbal and written communications skills in English * Knowledge of wireless networks to include mesh networking technologies * Knowledge of TCP/IP Protocol suite * Ability to train/teach, focused training/seminars/workshops on wireless a/b/g technology, RF, and wireless security solutions * Security clearance (SECRET) 1 Senior Wireless Network Architect/Engineer * Bachelor's degree in Computer Science or Electrical Engineering or equivalent education * Five plus (5+) years experience maintaining wireless network equipment, network administrations and design, and internet services * Demonstrated ability to generate analytical models and arguments in support of all final recommendations * Demonstrated experience with IP packet capture tools such as NetSensory, Ethereal, etc. * Knowledge of wireless networks to include mesh networking technologies * Professional Certifications ( Certified Wireless Security Professional (CWSP), Microsoft Certified Systems Engineer (MSCE) * Knowledge of network security, VPNs, IP tunneling, IPSec, firewalls, access control, vulnerability management, intrusion detection and security monitoring * Knowledge of current and developing commercial systems and industry standards (both hardware and services) that may be applied to any proposed solution * Knowledge of TCP/IP Protocol suite * Ability to train/teach, focused training/seminars/workshops on wireless networking technology (WiFi and other systems), RF, and wireless security solutions * Strong verbal and written communications skills * Security clearance (SECRET) As a result Computer Sciences Corporation is the only responsible source that can provide the necessary skill set required.
