Description
Subject to final approval, The Department of the Treasury, Bureau of the Public Debt (BPD), intends to negotiate and award (on a noncompetitive basis), a purchase order to Progress Software Corporation (DBA Data Direct Technologies/EasyAsk), for Annual Maintenance for 10 Clientbuilder Developers and 1,000 Runtimes. Nature & Description of Action The Department of the Treasury, Bureau of the Public Debt intends to negotiate and award (on a noncompetitive basis), to Data Direct Technologies, 14100 Southwest Freeway, Suite 500, Sugar Land, Texas, 77478. The single source determination is made in accordance with FAR Part 6.302-1 --- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Data Direct Technologies is the only vendor that directly provides software maintenance for Clientbuilder and for all Clientsoft products. The software maintenance is an integral part of the requirement and, as the only authorized reseller, award must be made to Data Direct Technologies. This synopsis is a notice of intent to issue award using other than full and open competition and should not be considered a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement. All submissions received within five (5) days after date of publication of this synopsis will be considered. The determination not to compete this purchase order, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining if a competitive procurement could be accomplished. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than June 1, 2007. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Data Direct Technologies. Interested parties are requested to submit responses electronically to psb1@bpd.treas.gov. E-mail responses requiring more than 5 megabytes of memory must be sent as separate files. We are unable to receive the following computer file extensions: .bat, .cmd, .com, .cpl, .exe, .gz, .hta, .pif, .rar, .scr, .tgz, .vbs, .z, and .zip.
