Description

The National Park Service, Department of the Interior, intends to issue Request For Proposals for the DRY-DOCK, REPAIR, and RE-PAINT services for a 110' aluminum crew/supply vessel, owned and operated by Everglades National Park. Geographic restriction is limited to repair facilities within 175 nautical miles of the vessel's home port in Key West, Florida. The performance period is Seventeen (17) calendar days; beginning on or about July 15, 2007 and completed by August 1, 2007. Arrangements for a pre-bid site visit/inspection shall be coordinated with Contracting Officer's Representative, Clay Douglas, at (305) 215-4767. This procurement is set aside 100% for small businesses. The applicable North American Industry Classification System (NAICS) Code is 336611, and the Small Business Size Standard is 1,000 employees. The successful Contractor shall furnish all labor, material, equipment, tools, staging, shop facilities, rigging and transportation services (except as otherwise specified) to perform the following (including, but not limited to): CLIN 0001 Dry-docking; CLIN 0002 Cleaning, Sanding, and Painting; CLIN 0003 Inspect, Test, Service Fire Extinguishers/Fire Suppression Systems; CLIN 0004 Service Shafts/Props; CLIN 0005 Zinc Replacement; CLIN 0006 Rudder Inspection; CLIN 0007 Service Transmission (Starboard Center & Port); CLIN 0008 Service Thru Hull Valves (3 main engine, 2 generators, 1 a/c, 1 water marker & 1 bilge); CLIN 0009 Clean and Certify (by marine chemist) Engine/Generator Rooms; CLIN 0010 Service Vessel Crane; CLIN 0011 Service Main Exhaust (port, starboard & center engines); CLIN 0012 Inspect Generator Spray Ring (port and starboard). It is our intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The estimated value of this procurement is between $100,000 and $250,000. Award of a single, firm fixed-price contract is anticipated. Contract award will be based on "best value" to the Government, resulting from the lowest evaluated offer considering price and price related factors (cost to transit). Request for Proposals No. N5281070040 will be issued on or about June 13, 2007 with offers due on or about July 3, 2007. Prospective vendors may access the solicitation and associated documents via the National Business Center (NBC) electronic commerce web site at http://ideasec.nbc.gov. Hard copies of the RFQ will not be issued. It is incumbent upon the prospective vendor to monitor NBC web site for issuance of the solicitation, associated documents, and any subsequent amendments.
