Description
The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a firm fixed-priced order to procure avionics and airframes technical and engineering support services for the CH-46E series helicopter, under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Aerospace Operations (BAO), Oklahoma City, OK for a period of performance from 1 July 2007 through 30 November 2007. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The avionics and airframe specialists require an in-depth knowledge of all CH-46 aircraft systems, aircraft operating environments, Naval Aviation Maintenance and Operations processes and procedures, and Fleet Logistics support requirements. The primary emphasis on task requirements will be associated with airframes, avionics and related systems in the CH-46 aircraft. Additionally, the avionics and airframes specialists will provide technical and engineering assistance to the Fleet Support Team (FST) at the Fleet Readiness Center (FRC) East, Cherry Point, NC, in the following areas: implementation of the CH-46 Geriatric Aircraft Safety & Sustainment Program (GASSP) Operations Safety Improvement Program (OSIP 0108-07) initiatives; development of Engineering Change Proposals (ECP's) for CH-46 airframe systems, avionics systems, subsystems and components; technical assistance with prototype installations, validations and production of GASSP changes; development of technical manual source data, illustrations, wiring diagrams, parts lists and tables for GASSP changes; and liaison support to the Navy FST/depot personnel to clarify and relate Boeing Design requirements associated with components and systems on the CH-46 aircraft, as documented in Boeing Engineering Drawings. The Boeing Company is the sole designer, developer, and original equipment manufacturer (OEM) of the H-46 series helicopter and retains exclusive proprietary rights to all technical data. The Boeing Company is the only firm that possesses the knowledge, experience, technical expertise and technical data required to perform these efforts. See Note 22.
