Description
Description: This announcement is for the purpose of soliciting names of construction contractors interested in submitting an offer to provide construction services for the Communications Support Element Complex site in Kabul, Afghanistan. All contr actors are invited to participate in this solicitation. Project Scope: Complete the Civil, Site, Architectural, Structural, Mechanical, and Electrical work requirements to design and construct for upgrade and new additions to an existing compound in Kabul, Afghanistan. The work will take place on the existing Compound. It is the Governments intent to cover the major items and leave many of the details to be completed by the contractors designer. Responsibility to identify these details is that of the contractor and not the Government under the Design/Build concept. The contractor shall perform work that consists of site security, force protection measures, topographic survey, installation master planning, site demolition (as required), grading, design and construction of new buildings, construction of pr ime power plant and electrical distribution system, construction of a sanitary sewer collection system (No holding tanks allowed), waste water treatment, solid waste transfer points, development of a raw water source (i.e. ground source water wells), insta llation of water well pumps, potable water booster pumps and associated controls, installation water distribution system, construction of water storage tanks. Design and construct a relocated gravel road network inside of the compound, POV and military v ehicle parking areas. The contractor shall perform a geotechnical investigation. These facilities shall be designed and construct in accordance with current American or European or other equivalent standards as determined by the Government, building codes , safety and security standards and applicable local The magnitude of this construction project is between $10,000,000.00 and $25,000,000.00 USD. The expected contract duration is 365 days. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the s olicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-07-R-0012 is 14 June 07. Tentative date for receipt of proposals is 14 July 2007. USACE will conduct a pre-proposal conference in the Qalaa House dayroom on 21 Jun 07 from 0930-1100. This will be followed by a site visit to the location of the ANA Communications Support Compound. All interested contractors should meet the USACE POC at the Qalaa House. There are currently no restrictions or special permissions needed to access the site. Contractors not able to make the pre-proposal conference will be able to access the site at their own convenience.
