Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quote (RFQ) for High Frame Rate Camera(s) for Flow and Mechanical Visualization NASA Ames has a requirement for hardware for general-purpose high-speed visualizations of transient and ballistic phenomena. The Hardware shall have the following specifications: 1. No less than 10,000 frames per second at a resolution of 0.3 Megapixels (512 x 512 or 640 x 480 with 48 db SNR. The camera with the highest frame rate at this resolution will be first factor and image quality based on signal-to-noise ratio will be the second factored. 2. 8 and 12 bit monochrome, with ability to choose bit depth based on application requirement. 3. 8 Gbytes of on-board RAM per camera, with 16 Gbyte option quote 4. Camera control/readout via either USB2 or Firewire 800 with Gbit Ethernet over CAT6 option quote 5. External frame synchronization from a TTL source. 6. Record start by external trigger capability options from external TTL and DC voltage rise. 7. Circular buffering for image recording 8. C-mount 9. All cameras must be operable from a single computer, with each camera image time stamped simultaneously. 10. IRIG, System time or GPS time stamp on each frame, accurate to one microsecond. Vendors will provide a firm fixed price quotation for two cameras, with a third as an option The provisions and clauses in the RFQ are those in effect through FAC 05-16. The NAICS Code and the small business size standard for this procurement are 443130 and $6.5M respectively. The offeror shall state in their offer their business size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Ames Research Center is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 4:00PM PDT, June 13, 2007, by any of the following: mailed to NASA Ames Research Center, Attn: Mr. Jason L. Koski, Mail-Stop 241-1, Building 241, Room 209, Moffett Field, CA 94035-1000; or faxed to (650) 604-0912; or e-mailed to jkoski@mail.arc.nasa.gov and must include: solicitation number, FOB destination to this Center, proposed schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222.37, 52.225-1, 52.225-13, and 52.232.34. All contractual and technical questions must be submitted in writing to Mr. Jason L. Koski (e-mail to jkoski@mail.arc.nasa.gov or fax to (650) 604-0912) no later than 4:00PM PDT, June 5, 2007. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: Delivery, Maintenance, and Warranty shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. Offerors must currently be registered in the Central Contractor Registration (CCR).
