Description
This is a combined synopsis/solicitation for Inert Explosive Training Material in accordance with TSA Transportation Security Administration Acquisition Management System (TSAAMS) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. No written solicitation will be issued. Solicitation Number HSTS07-07-Q-0044 is used for reference purposes. Please email offers to: Theresa.M.Duffield@Secureskies.Net This is a 100% Set-Aside for small business. Contractors must be registered under CCR to be eligible for award. Delivery will be 30 days from the date of purchase order. On purchase order is anticipated to be awarded as a result of this notice. The following is a detailed listing of the TSA requirement for inert explosives. Please note that these specifications are based on actual quantities required for one set. A total of 25 sets are required for this procurement. 1) QTY-3: Inert composite C4 M112 blocks made to military specifications containing taggants. The inert C4 material must be X-ray and CTX equivalent. The inert C4 materials must be the same consistency as actual composite C4 M112 block explosive material, to include packaging, size, shape, color, weight, appearance, smell, and touch. The inert C4 should not alert as RDX or other explosive when sampled during explosive analysis using a TSA approved explosive trace detection unit such as the Ionscan 400B or other similar ETD unit. 2) QTY- 6 lbs inert C4 bulk explosives made to military specifications that contain taggants. The inert C4 material must be X-ray and CTX equivalent. The inert C4 must be packaged in bulk - either as five lbs of material or in multiple, one lb packages. The inert C4 material must be the same consistency as actual C4 explosive material, to include weight, color, appearance, smell, and touch. The inert C4 should not alert as RDX or other explosive when sampled during explosive analysis using a TSA approved explosive trace detection unit such as the Ionscan 400B or other similar ETD unit. 3) QTY-5: Inert dynamite, at least 8 inches in length and 1 ? in diameter made to military or commercial specifications. The inert dynamite must be X-ray and CTX equivalent. The inert dynamite must be the same consistency as actual dynamite explosive material, to include packaging, size, shape, weight, color, appearance, smell, and touch. The inert dynamite should not alert as nitroglycerin, Cyclotrimethylenetrinitramine (RDX), ammonium nitrate, Ethylene glycol dinitrate (EGDN) or other explosive when sampled during explosive analysis using a TSA approved explosive trace detection unit such as the Ionscan 400B or other similar ETD unit. 4) QTY-5: Inert C2 sheet explosives, 4 inches by 10 inches (approx 80 grams) made to military specifications. The inert C2 sheet explosive material must be X-ray and CTX equivalent. The inert C2 sheet explosive materials must be the same consistency as actual C2 sheet explosive material, to include size, shape, color, weight, appearance, smell, and touch. The inert C2 should not alert as pentaerythritol tetranitrate (PETN), nitrocellulose or other explosive when sampled during explosive analysis using a TSA approved explosive trace detection unit such as the Ionscan 400B or other similar ETD unit. 5) QTY-25: Inert electric blasting caps made to military and/or equivalent specifications. The inert electric blasting caps must be X-ray and CTX equivalent. The inert electric blasting caps must be the same consistency as actual explosive electric blasting caps, to include size, shape, color, weight, appearance, construction, smell, and touch. The inert blasting caps should not alert as PETN, RDX or other explosive when sampled during explosive analysis using a TSA approved explosive trace detection unit such as the Ionscan 400B or other similar ETD unit. 6) QTY-25: Inert non-electric blasting caps made to military and/or equivalent specifications. The inert non-electric blasting caps must be X-ray and CTX equivalent. The inert non-electric blasting caps must be the same consistency as actual explosive electric blasting caps, to include size, shape, color, weight, appearance, construction, smell, and touch. The inert blasting caps should not alert as PETN, RDX or other explosive when sampled during explosive analysis using a TSA approved explosive trace detection unit such as the Ionscan 400B or other similar ETD unit. 7) QTY-1: 5 meters of inert safety fuse (Time Fuse) made to military specifications. The inert safety fuse must be X-ray and CTX equivalent. The inert safety fuse must be the same consistency as actual safety fuse, to include size, shape, color, weight, appearance, construction, smell, and touch. The safety fuse should not alert as nitrate, nitroglycerin or other explosive when sampled during explosive analysis using a TSA approved explosive trace detection unit such as the Ionscan 400B or other similar ETD unit. 8) QTY 5: Inert ? lb cast boosters made to military specifications. The inert ? lb cast boosters must be X-ray and CTX equivalent. The inert ? lb cast boosters must be the same consistency as actual ? lb cast boosters to include size, shape, color, weight, appearance, construction, smell, and touch. The inert ? cast boosters should not alert as nitroglycerin, RDX, PETN or other explosive when sampled during explosive analysis using a TSA approved explosive trace detection unit such as the Ionscan 400B or other similar ETD unit. NOTE: Packaging requirements are noted within each description. For example, composite C4 M112 blocks made to military specifications only come in rectangular packaging with a green wrapper, etc. For other items, such as dynamite, we have listed the precise dimensions we require as well as that we require it to conform to certain additional overall standards.
