- Using negotiated procedures authorized in Federal Acquisition Regulation Part 15, the Department of Justice contemplates award of up to two (2) indefinite delivery/indefinite quantity contracts with private practitioners of law for debt collection services on behalf of the United States in the counties that comprise the Federal Judicial District for the District of Connecticut. Pursuant to the Federal Debt Recovery Act, this procurement is strictly limited to law firms or solo practitioners of law who are licensed to practice law in the United States District Court for the District of Connecticut and who are regularly engaged in the private practice of law in that district. Regularly engaged in this context is construed to mean that at least 20% of the debt collection cases handled by the firm/practitioner arise in the district. Contractors will be required to pursue debt collection activities which parallel existing industry procedures that have proven to be effective and efficient; to interact with government representatives at defined stages of the collection process (i.e., settlement, compromise, etc.); and to input relevant case data in a computer database maintained by the Government. Contract payments will be based on contingency fees (for unsecured debt collection) and/or firm-fixed prices (for secured debt collection). The anticipated period of performance for each contract will be one (1) base year and up to six (6) option years. The anticipated release date for the solicitation, which will be available only on FedBizOpps (www.fedbizopps.gov), is June 28, 2007. Hardcopies of the solicitation will not be available. Amendments to the solicitation issued prior to the receipt of proposals will also be posted exclusively on FedBizOpps. Interested parties are responsible to monitor this site for access to the solicitation. All responsible sources meeting the eligibility requirements may submit a proposal which will be considered by the Government. Prior to receiving an award, all offerors must have a Dun and Bradstreet (DUNS) number and be registered in the Central Contractor Registry (CCR). Completion of representations and certifications using the ORCA website (https://orca.bpn.gov) is preferred but not mandatory for this procurement.
