Description
The National Guard Bureau intends to issue a Request for Proposal (RFP) for a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) to support NGB-AY, Athletics and Youth Programs. Individual task orders will be issued under this contract. Please note: Offerors who submitted proposals for the National Guard Youth ChalleNGe Program Training and Technical Assistance Request for Proposal (W9133L-07-R-0035) shall not bid on this solicitation. CONTRACT INFORMATION: The contract period of perf ormance will be for one base year period and nine (9) one year options. The contract shall not exceed $4,300,000.00 per year. PLACE OF PERFORMANCE: Various state locations. SET-ASIDE STATUS: This requirement will be set aside for Service-Disabled Veteran- Owned Small Business. For determination of size standards, please use North American Industry Classification System (NAICS) 541611, Administration Management and General Management Consulting Services. The mission of the National Guard Youth ChalleNGe Pro gram (NGYCP) is to intervene in the lives of at-risk youth between the ages of 16 and 18 years and produce program graduates with the values, skills, education and self-discipline to succeed as adults. The National Guard Bureau has a need for a full range of outcome-based operational evaluation and resource management review services for the NGYCP. The objective of the NGYCP is to identify an independent evaluator who would report annually on the program operational and fiscal outcomes and impacts. The a ssessment would determine whether or not the life skills and employment potential of civilian youth who ceased to attend secondary school before graduation were significantly improved through military-based training, including supervised work experience in service to the community and conservation projects. This assessment would also document whether it is feasible and cost effective for the National Guard to provide military-based training to such youth for the purpose of obtaining such improvements. The requirements based evaluation process is envisioned to use data management and reporting tools within a secure data repository to improve the accuracy and timeliness of collecting and distributing useful analytics for both program operations and resource management actives for each program location. The evaluation process also should provide invaluable anecdotal data to capture the unique essence of each program. The Presidents Management Agenda and the Government Performance and Results Act are integra l to program evaluation models. It is vital to have a superior understanding of the Federal and State accounting regulations, processes, integral controls, and requirements under regulatory guidance. The solicitation post date is scheduled for on or about 2 July 2007 with a close date of 3 August 2007. The actual dates and time will be identified in the solicitation.
