- Description
- The Marine Corps Systems Command (MCSC), Quantico, VA intends to award a Indefinite Delivery, Indefinite Quantity (IDIQ) contract to REDCOM Laboratories, Inc., Victor NY, for telephone switching equipment, software maintenance, software upgrades and additional software seats as needed to support approximately 2000 existing REDCOM switch devices. The intended ordering period will be for five years and the estimated ceiling value of the contract will be $28,000,000. Per FAR 6.302, the Government intends to solicit and negotiate with only one source to procure telephone switch software support and equipment for USMC REDCOM telephone switching equipment. The software operating systems are used in the Digital Technical Control (DTC), Joint Enhanced Core Communications System (JECCS), and Transition Switch Module programs and standalone systems. The proposed contract is for the purchase of additional software seats, software maintenance and continued upgrades necessary to add, replace and update the REDCOM software in fielded and to be fielded programs of record and standalone systems to include associated software user training as required. Also included will be additional RECCOM equipment required for the switching systems, for example, Memory Flash Card, Magneto Cards, etc. The Government does not posess the technical data package for the REDCOM operating systems or software. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide level-of-effort and dollar estimates to acquire a full understanding of the REDCOM equipment and ability to provide REDCOM equipment, software and software maintenance and upgrades. As part of the written response, a respondent must be able to prove to the Government how depot level and field problems can be identified and corrected without the aid of a technical data package. Oral communications are not acceptable in response to this notice. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the MCSC point of contact, Mr. Greg MacGill, (greg.macgill.ctr@usmc.mil), not later than 1400 (2:00 p.m. EST) on July 20, 2007. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to c onduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
