Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), the National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, Division of Respiratory Disease Studies intends to issue a purchase order on a sole source basis to the University of Massachusetts Lowell Research Foundation, 883 Broadway Street, Lowell, Ma 01854-3983 for the analysis of bulk dust samples for ergosterol and 3-hydroxy fatty acid content in support of the ongoing NORAQ Work-related Asthma in Schools and Office Buildings project. The initial site visit of the Hartford study building has yielded an additional bulk dust samples that need to be analyzed for ergosterol. In addition, the follow-up site visit of the Hartford study building has produced additional dust samples that need analyzed for both ergosterol and 3-hydroxy fatty acid for the ongoing research study. Specifications and deliverable for these analyses are identical to the prior set of samples analyzed under a 2004 purchase order which was bid and competively awarded to Dr. Don Milton, who at the time was employed by Harvard University. To ensure minimum variability for research analysis purposes for the Hartford building study, it is essential that the same investigator conduct these analyses that conducted the prior analyses. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their capabilities statement and supporting information in the format they choose, not to exceed 10 pages. The government will review any/all capabilities statements and supporting information submitted and determine if other qualified sources do exist that could provide the requirement. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a federal contract. Vendors may register at www.ccr.gov. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with the University of Massachusetts Lowell Research Foundation as the only source and a purchase order will be issued without any additional notices being posted.
