- In accordance with FAR Part 15, Contracting by Negotiation and Subpart 19.10 Small Business Competitiveness Demonstration Program (Public Law 100-656) the National Park Service intends to issue a Request for Proposal (RFP) to replace deteriorating cast iron stairs and associated components. The proposed stair well flights to replace are flights two (2), and three (3). If funding allows, as additives, flights (4), eight (8), and five (5), in order of priority, will be replaced. The proposed stair tread/risers to be reused will be described in the Scope of Work and drawings. The hand rail and spindles shall be inspected as the work progress to identify those that have failed and those that need to be repaired or replaced. All metal surfaces must be treated and painted. Any damage to the brick walls, windows, marble floor or any other property will be repaired or replaced at the contractor's expense. The contractor selected for this project must have experience with this type of work. The Cape Hatteras Lighthouse is open to the public from Easter to Columbus and work will not be allowed during this time. All work must be completed prior to the facility opening for Easter weekend 2008. Location: Cape Hatteras National Seashore, Manteo, North Carolina. This requirement is total 8(a) set aside. The North American Industry Classification System (NACIS) is 238120. The size standard is $13.0 million. Estimated price range is between $500,000.00 and $1,000,000.00. There will be a base bid and additives. AWARD IN THE BEST INTEREST OF THE GOVERNMENT MAY BE MADE ON THE BASE BID AND BID ADDITIVES FOR WHICH FUNDS ARE AVAILABLE AT THE TIME OF THE AWARD. In addition to federal, state and local requirements, all work must be performed in strict compliance with National Park Service guidelines for protection of historic resources including the Secretary of the Interior's Standards for historic preservation. The work must be performed under the direct supervision of a contractor with previous successful experience on projects of similar type and complexity. References will be verified and evaluated. A pre bid meeting will be scheduled for all interested bidders. The date and time of the meeting will be included in the solicitation. All interested bidders are encouraged to attend the pre bid meeting. The tentative issue date is June 26, 2007.
