- NASA/JSC has a requirement for a high frame rate, large-format Charge Coupled Device (CCD) camera system which will be used as the detector on a 1 meter (m) diameter telescope to be located on Legan, an island in the Kwajalein Atoll located in the western pacific. NASA/JSC intends to purchase the items from Spectral Instruments because the firm specializes in the development and manufacture of CCD Cameras. The firm has access to the newest E2V chips that meets NASA's imaging requirement and their SI 1100 Series camera head is the only regular production unit with a foot print (form factor) large enough to accept the 4K E2V CCD. Lastly, the firm is highly experienced in cryo-cooled cameras, which do not require human interaction or maintenance to maintain low background noise The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to David Nayles (david.c.nayles@nasa.gov) the identified point of contact not later than 2:30 (CST) p.m. local time on June 22, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
