- This publication serves as a notice of NOAA?s intent to negotiate a sole source contract with the Fisheries Ecosystem Modeling and Assessment Research (FEMAR) group at the University of Miami on behalf of the National Ocean Service (NOS), Papahanaumokuakea Marine National Monument (Monument) office. This procurement is conducted in accordance with the authority of 41 U.S.C. 253 (c)(1), only one responsible source. The Monument office initiated a spatial data assessment in 2005 to evaluate its current monitoring program. This requires advancements to existing observing and monitoring systems, and development of state-of-the-art analytical methodologies to deal with the large, spatially-synoptic data sets collected by NOAA and other partners. To achieve this goal, the Monument must conduct ongoing assessments and evaluations of new proposed methodologies in fiscal year 2007. This contract is a follow-on to the initial spatial data assessment that was conducted. In order for the statistical analysis provided through this contract to be consistent with the previously provided data, the University of Miami must be contracted with to continue their research. In FY05, FEMAR scientists were contracted by WRAD through a purchase order to conduct an initial statistical assessment and analysis of the Coral Reef Ecosystem Division?s (CRED) large ecosystem monitoring data sets (i.e., reef fish, coral reefs, algae, invertebrates, etc.) collected during a series of pilot surveys of the NWHI Coral Reef Reserve from the period 2000-2005. Under the initial procurement the majority of the datasets required substantial revisions to make them complete as well as to match up relational fields such as station identification numbers. The FY05 purchase order provided initial recommendations for rigorous statistical sampling for designated target organisms in the NWHI. The initial procurement was conducted as a sole-source purchase order because of the University of Miami?s unique knowledge of coral reef ecosystems. Previous published work in the Florida Keys on the coral reef ecosystems has established their credibility both nationally and internationally as experts in statistical analysis and assessment of coral reef data. Initial results of survey data collected in the Monument and analyzed by FEMAR scientists demonstrate that coral reefs in Florida have a great degree of similarity to reef ecosystems in Hawaii. The initial procurement was issued for a base year only. However, due to the scope of the project, several of the assessments have required modifications to the monitoring program and these proposed methodologies will require testing in the field. The new contract will involved testing the methodologies in the field and analysis of new data collected. New assessments must conducted to be compatible with the previously data sets. If another contractor were used to continue this effort, a significant amount of time would be lost, the data analysis already conducted would not be transferable and the opportunity to test these methods during this field season would not occur. FEMAR has developed an unprecedented capability utilizing a systems science approach that stresses an applied scientific research strategy to support policy and management decision-making by federal, state, and local entities. For the past decade, FEMAR, in collaboration with state and federal partners, has been conducting large-scale synoptic assessments of coral reef fisheries and benthic habitats in the Florida coral reef ecosystem to explore and characterize these unique marine environments. FEMAR has conducted numerous single and multi-species coral reef fish stock assessments and has successfully applied ecosystem approaches to fisheries management in coral reef ecosystems. FEMAR possesses unique expertise in multi-species fisheries and ecosystem-level investigations, population dynamics, sampling design, statistical analysis, simulation modeling, and geographic information systems. In order to assure continuity and quality control of the new evaluations, a sole-source contract with FEMAR is the only way of doing so. This contract will provide for continued sampling in FY07 through FY 2012 (if all options are exercised) to collect new monitoring data and allow for an adaptive synthesis and update of the statistics on which these designs were formulated. The new data will be combined with the pilot data to refine the attributes and precision of the NWHI ecosystem monitoring design and data products relevant to management decision-making by Monument resource managers. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately September 1, 2007. The NAICS code for this procurement is 541990 with a corresponding size standard of $6.5 million. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by July 5, 2007 may be considered by the Government.
