- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation F3B7CR7141A100 is issued as a Request for Quote (RFQ). Funds for this acquisition are not currently available; however funds are anticipated no later than 30 September 2007. Please confirm that quotes are acceptable until 30 September 2007. This document and incorporated provisions and clauses are those in effect for Federal Acquisition Circular 2005-16. This acquisition is unrestricted. //Schedule of items: This requirement is for a mass casualty decontamination trailer. Any equal offered must be clearly identified by brand name, make and model number. Offerors of any equal must also include descriptive literature and any proposed modifications required to make an_or equal_item conform to specifications. All quotes must include drawings of the trailer, including a floor plan view drawing and an exterior elevation layout drawing. 1. 20 Feet x 8 Feet Mass Casualty Decontamination Trailer, with the following specifications: DIMENSIONS: Length of decon/work area: 20 Feet; Width of body: 8 Feet; Overall Height: 12 Feet; Ceiling Height: 7 Feet; CHASSIS: Main Beams: 8 inches wide x 13 x16 lbs structural steel wide flange beam; Floor Joists: 2 x 2 galvanized steel tubing 16 inches o.c.; Two 6,000# capacity high speed tandem axles with electric brakes and break away; Tires: Five LT235-85R-16 E or equal range mounted on 16 inch silver mod steel wheels, spare tire is included and mounted; tongue jack: 10,000# capacity, drop leg type; hitch: 3 inch adjustable height lenette eye; Rear side steps: heavy duty fabricated gauge steel, one set at each rear entry door, two step assembly; flood out type, three point attachment for steps, all step surfaces coated with non-slip safety grip paint; front side steps: heavy duty fabricated 12ga. Steel telescopic, fold out, three step assembly attached to the main beam, each stair tread is 36 inches in length x 9 inches in depth; all step surfaces coated with non-slip safety grip paint, includes fabricated fold-out aluminum hand rails with three point attachment; BODY STRUCTURE: Floor system designed to eliminate wheel boxes; 2 x 4 wood stud construction (16 inches o.c.); 2 x 6 wood ceiling roof rafters (16 inches o.c.); ? inch CDX or equal tongue and groove plywood flooring; heavy duty Sealskin or equal rubberized coating coved 1 ? inches up the walls to provide a non-slip, very durable, seamless, chemical resistant, water-proof floor; color: Gray; Exterior siding- aluminum, smooth .040 red baked enamel finish: aluminum sheets to be 49 inches wide for a one inch overlap, all seams are silicone sealed for waterproof interior; seamless fiberglass reinforced plastic (FRP) .060 inches thick and laminated to 3/8 inch plywood on interior walls and ceiling with corner joints vinyl trimmed and sealed with a high quality silicone sealant to provide a waterproof air tight interior; R11 insulation installed in all walls, floor and ceiling; seamless aluminum roof fastened to the perimeter aluminum top rail; all fasteners are located outside the trailer body; five heavy duty; aluminum framed doors: two 26 inches wide x 78 inches for the entry at the rear, the two rear doors will be labeled as follows: 4 inch letters, curbside door will read ENTRANCE and street side door will read ENTRANCE. Two 30 inch x 78 inch exits, exit doors will be labeled with 4 inch letter which will read EXIT; one 22 inch x 72 inch for the rear compartment; constructed with fabricated galvanized steel panel inner cores; aluminum exterior skins, FRP interior skins, continuous hinges, full perimeter neoprene bulb seal and stainless steel door handles with dead bolts keyed alike with interior thumb latches, hydraulic hold open door closers to restrain doors and to close automatically to aid in the positive pressure process, custom built low profile aluminum drip rail installed over each door; BODY INTERIOR: Trailer includes two longitudinal decon departments, separated by a full length and full vinyl wall partition, the partition will be suspended from the ceiling with heavy duty aluminum bar and secured to the end walls with cinch straps; the wall can be opened up for a rehab unit; the side curtains shall be hung from aluminum track with PVC hangers and will be secured to the walls with footman loops and cinch straps; each decon compartment consists of a contaminated area, a decon solution application area, rinse area and a clean area; the rear of the unit consists of two contaminated areas; two stainless steel clothes chutes will be installed- one in each gross decon room; the area ahead of the contaminated (dirty) area is the decon solution application area: each side shall consist of a vertical manifold that has three shower nozzles at 1.0 GPM each, one shower head nozzle at 1.0 GPM should be in the center of the ceiling spraying straight down, a privacy curtain and stainless el trough drain should be included, a 2 inch epoxy coated dam will separate the gray water into two respective decon area, one 36 inch vertical stainless steel handrail should be on each side; the area ahead of the decon solution application is the rinse area: each side shall consist of a vertical manifold that have three shower nozzles at 1.5 GPM each and one shower head nozzle at 1.0 GPM in the center of the ceiling spraying down, a privacy curtain and stainless el trough drain should be included, a 2 inch epoxy coated dam will separate the gray water into two respective decon area, one 36 inch vertical stainless steel handrail should be on each side; the area in front of the rinse area is the clean area, for drying off and dressing into clean clothes before leaving the site; two storage areas, approximately 42 inches W x 72 inches H x 12 inches D, with four adjustable shelves shall be installed, one in each clean room: shelves are used for storage of towels and suits, cargo nets cover fronts of storage area to retain stored items in place, and a 2 inch epoxy coated dam will separate the two compartments; 120/240 ELECTRICAL SYSTEM: All AC electrical functions are controlled by one, 100 amp load center with properly sized breakers, located in the front exterior wall; six wet location type, 2 bulb, 2 foot, 40 watt fluorescent light fixtures will be included; two wet location type, 2 bulb, 4 foot, 40 watt fluorescent light fixtures shall also be included (one in the clean room and one in the dirty room); two GFI protected grounded duplex type wall receptacles shall be installed to included an exterior on each rear corner; all wiring to be installed in strict accordance with NEC; a 6.5 KW portable diesel generator will be mounted with an aluminum cover on the front of the trailer; two 500W extend a pole lights will be mounted on the rear of the trailer; four Whelen or equal 600 series LED emergency lights will be mounted, one each high outside corner on the sides of the trailer; lights to be BLUE and controlled from the tow vehicle through the 7 pole plug; ELECTRICAL-OTHER: 12v DC Electrical with 7 pole (Bargman or equal) trailer wiring circuit, combinations stop, tail, and rear directional LED lights installed at the rear of the trailer; clearance, marker, and ID LED lights installed in the roof rail; license plate bracket at the rear with light; all wiring to be of proper size for average rating of lights, all wiring to be automotive stranded copper; main electrical cable to be 7-conductor trailer wire; all lighting to be in compliance with FMVSS lighting standard; PLUMBING: One diesel fired tankless boiler unit to supply hot water, continuous water flow, 350,000 BTU?s absorbed, will be installed in the rear compartment; includes a 30 gallon fuel tank; the water heater delivers 14 GPM at a 50 degree temperature rise, fuel consumption shall be approximately 4 GPH; a water temperature controller will be installed to provide constant tempered water throughout the unit, includes a programmable controller with multi colored digital readout to set the required temperature, temperature setting can be password protected; anti-scald protection shall be included in the system; gray water tank located under the trailer, 200 gallon polyethylene tank; gray water tank is equipped with a 1 ? inch discharge ball valve includes a cam lock fitting and cap; inlet ditting to be 1 ? inch NFT female inlet fitting fire hose connection; apex or equal plumbing supply lines must be high density, cross linked polyethylene tubing with brass swaged lock fittings; all drain lines are SCH 40 PVC pipe; system for concentrated decon solutions with desired percentage of dilution metered into the shower system; concentrate is pumped out of 5-gallon buckets or 35-55 gallon drums not located in the trailer; an adjustable metering distribution system to inject into the solution distribution heads, decon solution metering pump will be located in the storage room on the curbside trailer, system should be driven by water volume not water pressure, system will be non-electric; two solution ports and two rinse ports will be installed in the rear exterior of the trailer for gross decontamination; two light duty shower wands with hoses and two flow through brushes will be provided; HVAC SYSTEM: Two roof mounted A/C units with heat strips shall be included, the units will be mounted in the clean room with service to both sides (13,500 BTU?s of cooling, 5600 BTU?s of heat); one AC to run off of separate power supply; a plug will be located on the front end of the trailer; one exhaust fan shall be installed in the rear of the trailer; MISCELLANEOUS: All control switches, faucets, valves, function indicators, etc., shall be labeled with engraved vinyl self-adhesive signage. All load center breaker functions shall be labeled for easy identification. A complete manual on all components that are installed shall be included. One QF1015C, Quick Flate, or equal, 10 foot x 15 foot inflatable shelter will be provided with the trailer. The unit should come with an inflator/deflator pump, carrying bag, and built in berm. No shelter plumbing is provided. One 14 foot awning will be installed on each side of the trailer. The awning shall be white in color. A low-pressure air breathing line will be installed with connections on the interior and exterior of the trailer, all connections to have dust caps. ? inch female Hansen or equal brass quick connects will be provided for operator connections to the fresh air line. Fourteen total connections are provided with dust caps. One connection will be provided in each interior chamber. Six will be provided on the exterior of the trailer, three will be mounted evenly spaced in recessed boxes on the curbside and three will be mounted evenly spaced in recessed boxes on the street side. A retractable 50 foot, ? inch with a ? inch 11B male Hansen or equal brass connection, breathing air grade (NIOSH approved) hose with an audible and visual low flow alarm device (installed in the exit vestibule) will be installed as the compressed breathing air inlet to supply the entire breathing air system. Low pressure system to accept an incoming air pressure of 60-175 psi. The trailer is designed to be used with Interspiro Spiromatic S Series and S2 or equal breathing systems. All connections to be supplied by individual tubing from manifold system. Hose reel inlet will be accessible from rear door of trailer through a port. Manifold is supplied through hose reel. 2.
