- The Department of Interior, National Business Center Request for Quote, NBCR07017, Market Analysis Report, is a solicitation for Fixed-Price Contract. Solicitation Number NBCR07017 applies and will be issued as a Request for Quote (RFQ) for the following requirements: GENERAL DESCRIPTION OF SERVICES: The Office of Minerals Evaluation (OME) conducts mineral assessments and market analyses of various Indian Reservations in support of the Indian Land Consolidation Act activities. The estimated value of mineral estates is a factor that must be considered in determining an overall fair market value for the land. Under this contract, the OME is seeking a market analysis of the mineral commodities considered marketable on the Wind River Reservation. The goal of this proposed contract is to receive a well written, unbiased, logical, and supported market analysis report reflecting current conditions within and in the vicinity of the Reservation and reviewing all information for the surrounding area. This information will be used to determine if the lands under analysis may contain a potential mineral contribution to their value. A preliminary list of mineral commodities present within the general area of the Wind River Reservation includes but is not limited to oil and gas, coal, coal bed methane, limestone, travertine, gypsum, phosphate, bentonite, and sand and gravel. Other potentially viable mineral commodities may become evident during the information gathering phase of the report, and should be reported on in the same fashion as those already mentioned above. Information being sought includes all leases (business permits and mineral leases), royalties (terms, rates and amounts) and any direct sales information of all mineral commodities. Along with leasing information the contract is seeking all sales and exchanges of mineral properties both on the Wind River Reservation and in the surrounding area. If the property sale was for fee simple estate then the contractor needs to relate how the subsurface estate was considered in the appraisal exercise. Surrounding area should be considered the area of influence of each potential mineral commodity and how they influence value of that mineral commodity for lands within the Reservation. The report is all information gathered up to but not including the preparation of an appraisal report. When the contractor finds numerous comparables for sales of the subsurface, all sales are required under this contract, complete with results of interviews for each sale. A large part for the fulfillment of this contract will be the compilation and analysis of leasing information for all mineral commodities and the proper displaying and analysis of that leasing information. OME expects a review of historical leasing records to properly reflect trends in the leasing activity of the mineral commodity. The contractor is expected to provide analysis and discussion of the mineral commodities found during this exercise. The mineral assessments phase of the report will be an ongoing effort during the period of time for this contract. It is the responsibility of the contractor to ensure that an extensive search for data is conducted and that all minerals/commodities of interest in the area are adequately covered. It is the responsibility of the contractor to keep OME abreast of their activities. OME and contractor will meet at a minimum of once a month to review status. The estimated award date is August 1, 2007. This is a full and open competition. The Government intends to award this contract on an all-or-none basis. Contractors must be registered at http://www.ccr.gov in order to be eligible for award. The solicitation will be made available at http://www.fedbizopps.gov on or about June 22, 2007. The solicitation must be downloaded via the Internet, as hard copies will not be made available. Please print the Standard form (SF-1449) and print all clauses and attachments. Quotes are due July 23, 2007 by 1:00 PM. Quotes must be submitted to the Department of the Interior, National Business Center; 7301 W. Mansfield Avenue; Mail Stop D-2941; Denver, CO 80227-2040; Attention: Roberta Truax. Quotes must include response to the following evaluation factors: 1) Experience in performing mineral market analysis services. 2) Experience in gathering comparable sales information and providing analysis of comps. 3) Experience in gathering leasing information from various agencies and companies. 4) Contractors are required to submit a minimum of three references for evaluation purposes. 5) Contractors shall submit brief narratives addressing evaluation factors 1 through 3. A brief narrative must be submitted to the Contracting Officer along with the contractor's quote. 6) Pricing Schedule; 6) Completed 52.212-3 Representations and Certifications - Commercial Items (Nov 2006) (accessible at http://www.arnet.gov/far/), and 7) Include TIN and DUNS Number. Award shall be made to the Contractor whose quote is determined to represent the best value to the Government, after considering technical evaluation, past performance, and price. In making the best value determination, the Government considers the technical evaluation and past performance being equal in importance and when combined being more important than price.
