- The National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD), intends to negotiate on a sole source basis under the authority of 41 USC 253 (c)(1), on behalf of the NIST/Center for Neutron Research (NCNR), with Hytec, Inc. of Los Alamos, New Mexico, for a PAXSCAN 2520 High Energy Detector, manufactured by Varian and distributed by Hytec, Inc. The Neutron Imaging Facility within the NIST/NCNR is a national resource which provides users from Industry, National Laboratories, and Academia the most advanced neutron radiography capabilities in the world. In addition, the facility provides testing capabilities to users to test hydrogen fuel cells in situ with the neutron radiography capability. The high energy detector functions within the Neutron Imaging Facility to capture neutron images to dynamically image water formed inside of a fuel cell at a rate of 30 images per second. It is the heart of the Neutron Imaging Facility for fuel cell research. The Neutron Imaging Facility currently utilizes a PAXSCAN 2520 High Energy Detector. The existing PAXSCAN 2520 was purchased in 2004, via full and open competition, under Request for Quotation Number SB1341-04-Q-0314. The PAXSCAN 2520 being purchased is an identical replacement of the existing system. In the event of a failure of the existing system, NIST would immediately utilize this system in its place while the damaged system is repaired or replaced. Without this equipment the facility does not operate. No other system would be an identical replacement of the existing system. A different system could cause considerable hardship and an extended delay in re-engineering the facility. The Neutron Imaging Facility going down would not only cause a financial burden to the Government, but would also risk damage to the reputation of NIST due to the national visibility of this program. This detector is a proprietary design built by Varian. Hytec is the only vendor licensed to sell Varian equipment. Therefore, Hytec, Inc. is the sole source for this equipment. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by July 6, 2007, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
