Description
The Centers for Disease Control and Prevention (CDC) intends to award a contract extension to Imperial College London for wrap-up activities under CDC contract 200-2005-13328. Reports of potentially raised rates of disease around environmental sources or in specific areas can cause great public anxiety and need to be handled efficiently and effectively by the authorities concerned. A common part of the response to such reports is to use routinely collected statistics to establish whether rates of the disease are higher than would be expected based on the population at risk and on a reference set of rates. The UK Rapid Inquiry Facility (RIF) was developed by the Small Area Health Statistics Unit (SAHSU) of Imperial College London in order to speed up this resource intensive part of the investigation process. The RIF is able to rapidly generate rates and relative risks for any given health outcome, for specified age and year ranges, for any given geographical area. During the first two years of work under contract 200-2005-13328, the RIF was successfully transformed to US conditions, and several enhancements were been made according to the agreed Project objectives and Scope of work. Thus, in order to increase the functionality and versatility of the RIF, it has been redesigned and reprogrammed to be more flexible. The RIF is now database independent and allows input of exposure modeling data. The RIF also exports output data for further analysis in other (statistical) software packages (e.g. WinBUGS, SATScan) and is now fully integrated with SaTScan. A RIF manual including training material has been prepared and has been successfully used at training courses in Atlanta (2006) and Seattle (2007). The primary objective of this contract extension is to obtain the Contractor?s assistance in completing additional enhancements and trainings necessary to successfully implement and disseminate the work conducted during the first two years of this contract. Overall project objectives as stipulated in original contract remain the same. Specifically for the performance period August 1, 2007 until July 31, 2008, we propose that Imperial College will further: 1. Implement the RIF in additional CDC-EPHTN states/organizations. 2. Further enhance the RIF. 3. Conduct additional training activities to meet demand from funded states. It is imperative to use Imperial London College for this contract extension. The RIF system, created by the Imperial College of London, offers unique features that other contractors cannot provide and make it uses a novel approach to generating expanded credible scientific data linking environmental and health effects using limited or sparse data. While others are also exploring ways of linking this type of data, the results provided by this proprietary system are unique to the Imperial College of London?s RIF. Access is restricted to the Imperial College. The North American Industry Classification Code is 611310. This notice of intent is not a request for competitive proposals, but all replies received within 15 days of publication will be considered. A determination not to compete based on responses received and to proceed with a noncompetitive award is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
