Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources-Sought Announcement to request submissions from architect-engineering (A-E) firms who may be potentially interested in a contract for the design of the National Museum of the United States Army (NMUSA) to be located at Fort Belvoir, Virginia. The NMUSA will be a unique facility of national and historic significance. The NMUSA will encompass a state-of-the-art building housing world class exhibits that use interactive featu res and multimedia presentations to tell the story of the Army and the soldier. The museum will preserve, study, and interpret Army material culture, educate Army personnel in the history, traditions, and accomplishments of their profession, provide a res earch and development base for new military equipment, and train Army museum personnel. The NMUSA building and campus will be constructed in phases and will initially consist of a 175,000 gross square foot facility that houses exhibit halls, a theatre, an auditorium, food service and retail areas, and administrative space. Exterior features w ill include a parade ground and memorial garden as well as landscaping and parking. The project will also include a re-design of a portion of the North Post Golf Course to accommodate the NMUSA campus. Later phases will include additional exhibit space an d exterior features. The estimated construction costs for the initial phase is between $75,000,000 and $100,000,000 (not including exhibits). NMUSA will be expected to attract an average of 740,000 visitors annually. Services required of the A-E will include: site investigation, planning, survey and geotechnical report, engineering studies (including vehicular traffic), space planning, charrette, all levels of design document development, parametric and construction co st estimates, construction documentation, parametric and construction cost estimating, and construction phase services for the subject project. The A-E will need to work very closely with the firm selected to develop the museum exhibits (to be performed u nder a separate contract). It is anticipated that a contract for the exhibit developer will be awarded in September 2007 to begin work on the exhibit development. Capabilities that the A-E will need for the project will include: project management, architecture, landscape architecture, mechanical, electrical, fire protection, structural, civil, transportation, environmental, and communications engineering, planning, interior design, lighting, security, force protection, information technology, cost estimating, and other required specialty support disciplines. The NAICS code is 541310 with a Size Standard of $4Mil. Parties interested in providing A-E Services for the NMUSA project should submit a written notice to this office outlining your capabilities and experience in providing comparable A-E Services. The USACE is evaluating the possible use of a design competition in making its selection. Responses to this Sourc es-Sought Announcement should include responses to the following questions: Business size (small business, HUBZone, large business, etc); Have you participated in a project of similar scope or magnitude? If so please provide at least 3 examples. If so, was the project a federal or private sector venture? Was selection made using a design competition? If yes, was a stipend provided and how much was it? If a design competition was held for this potential future procurement and no stipend was used, would you still be interested in participating? What was the largest sized project with which you have been involved? (Specify size and dollar value.) Have you worked on any architecturally significant building(s)? If so, please provide details including descr iption, customer and associated construction costs. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solic itation. Responses are required no later than 3 July 2007. Responses are limited to 25 pages and 2 copies are requested. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Rachael Raposa (Contracts Branch). Firms interested shall provide the above documentation, in one original form and one copy. The government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
