- On behalf of the Government, Naval Air Systems Command is conducting market research for Commercial Air Services of various types to support Research Development Test and Evaluation (RDT&E) and training missions. The services are required to train fleet units to achieve and maintain combat readiness by using practice drills and measuring the results; evaluate/test to develop equipment and tactical procedures for fleet users. Aircraft capabilities are, but not limited to, target tow, Air Intercept Controller, Antisubmarine Tactical Aircraft Control, and Electronic Combat capabilities. These operations shall be conducted at multiple continental United States (CONUS) sites as well as foreign (overseas) sites. Aircraft types: Low Performance Propeller Driven Capability and Business Class Jet Capability. The following survey focuses on a company(ies) ability and capability to perform the work within a compressed phase-in schedule. If a company believes it is capable of meeting the contract requirements within the timeframe, please complete the following survey which will be considered a capability statement and not a proposal. This request is information is market research only and does not commit the Government to any resulting contractual action. The Phase In Schedule, Asset Performance Requirements, Special Aircraft Configuration, Special Equipment specifications, and a summary of basic requirements of the potential mission types shall be available on the NAVAIR web site: http://www.navair.navy.mil/doing_business/open_solicitations/index.cfm under the solicitation number N00019-07-R-0062. It is intended to issue the requirement under the North American Industry Classification System (NAICS) Code Number 481219. Firms capable of performing the work within the timeframe described should respond to this Sources Sought synopsis by close of business (5:00 p.m. EST) on 3 July 2007, by e-mail only, to the NAVAIR Point of Contacts, Jeanne Birrane, at Jeanne.Birrane@navy.mil, and Monica White, at monica.white@navy.mil. Responses must include, the company name and address, company point of contact with phone number, fax, and e-mail address; business size status--socioeconomic classification (i.e., small, small disadvantaged, SBA?s 8(a) program participant, woman-owned, HUBZone location, veteran-owned or service disabled, veteran owned, etc.); and NAICS Code. IN ADDITION, each response must include, type(s) of company assets (aircraft types: make and model) and each aircraft?s performance requirements and copies of FAA airworthiness certificates for all assets available; companies approach for assets availability (quantity) to meet the phase-in schedule; Letter(s) of Intent to lease/acquire assets from other source(s); basing aircraft (facility location for an East Coast permanent base (# of NM (nautical miles) of Latitute N36? 00? and Longitute W75? 30?); and companies subcontracting/teaming arrangement (if applicable, provide above information for each subcontracting/teaming relationship). THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. This is an informational tool to determine if there are any firms capable of performing the work. The Government is not obligated to and will not pay for information received as a result of this synopsis.
