- The Joint Force Command Headquarters Brunssum (JFC Brunssum) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of Petroleum, Oils, and Lubricants (POL) to the International Security Assistance Force (ISAF) located at the Kabul Area of Operation (AO) in Afghanistan. JFC Brunssum is serving as the Host Nation for this project, which was authorized by the MBC. The Host Nation will add to its bidders list of pre-selected firms those U.S. companies that are nominated by the Department of Commerce. Please see the Bidding Procedure section for more information. The estimated value of this project is not available at this time. A draft Statement of Work (SOW) will be the basis of a bidders conference to be attended by any interested contractors. All correspondence with the U.S. Department of Commerce relating to this project should use the reference IFIB-ISAF-POL-2007. SCOPE OF PROJECT The primary requirement of this service is to meet the specific POL needs of the ISAF located in the Kabul Area of Operation (AO), predominantly for delivery to Kabul Airfield (KAIA). To allow operational flexibility in case of supply or transport difficulties between the AO the sources of supply, ISAF requires multiple suppliers, multiple transporters, and multiple routes of transit into the country. POL storage at KAIA will be a NATO-owned facility. A secondary requirement will be the provision of fuel to other locations in the Regional Command (RC), not limited to the Kabul AO, on a case-by-case basis. The contractor will maintain ownership/title of all bulk fuel throughout the supply, delivery, and storage process. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. As provided for under MBC rules, nominations to the bidders list will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date. IMPORTANT DEADLINES 1.
