- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Statement of Work-General Requirements Total Maintenance Services for Air Cooled Chiller Located at DDESS Schools, Fort Bragg, NC Contractor shall provide: Contractors shall provide all labor, equipment, parts, tools, supplies, personnel, management, transportation, and all other items necessary to perform scheduled, demand maintenance and repairs on all air cooled chillers located at DDESS Fort Bragg Schools , Fort Bragg, NC. This contract provides for all repair work on the systems as required and replacement of non-functioning components and equipment. Scheduled quarterly and annual maintenance shall be performed in accordance with technical exhibit 2. Contractor shall be an authorized servicing agent for equipment listed in technical exhibit 3 and provide a servicing agent within 35 miles of Fort Bragg, NC. All contractor personnel shall be factory trained and certified to perform work on equipment spe cified in technical exhibit 3. Contractor shall provide training certificates and authorized factory servicing agreements prior to contract start up. Contractor shall be factory authorized to work on equipment listed in technical exhibit 3 so as to maint ain equipment warranty. Normal on-site maintenance and repair services will be provided during the contractors normal business hours. The contractor shall respond to calls within four (4) hours of being notified of needed services. Upon completion of each demand maintenance ca ll, the contractor shall submit a complete report of all work performed to the school personnel, Ms. Sherry Edge or Mr. Glenn Page. Scheduled quarterly and annual maintenance shall be performed during the contractors normal business hours. Contract shall submit annual maintenance schedule for government approval prior to start of work. Upon completion of each scheduled service, the contractor shall submit a complete report of all work performed to the Fort Bragg Schools Logistics Office located at Bldg #1-4678 Knox Street, point of contact, Ms. Sherry Edge or Mr. Glenn Page. Provisions in the contract shall also include emergency repairs. Contractors shall provide all labor, equipment, and materials necessary to perform emergency maintenance and repairs on all air cooled chillers for the schools facilities located at Fort Bra gg, NC. Emergency repairs shall be defined as necessary to continue the safe, healthy and orderly functions of the school. Emergency on-site repair services shall be responded to within 2 hours of being notified of needed services. These provisions for emergency repairs shall be in effect 24 hours a day, seven days a week as necessary. Upon completion of each emergency call, the contractor shall submit a complete report of all work performed to the Logistics Department ATTN: Ms. Sherry Edge or Mr. Glenn Page. Invoice for payment shall be submitted quarterly to the Fort Bragg Schools Logistics Office, PO BOX 70089 Fort Bragg, NC 28307, ATTN: Ms. Sherry Edge or Mr. Glenn Page First term of this contract shall be on year from the date of the contract award. Four optional one year periods shall be considered. ***TE-1 Facility Physical Addresses*** Devers Elementary School Bldg #9-5536 Varsity Drive Fort Bragg, NC 28307 ***TE-2 Scheduled Quarterly and Annual Preventative Maintenance*** Quarterly Maintenance-The following inspections and maintenance shall be done quarterly: 1. Inspect operating and safety controls. 2. Review operating log. 3. Check refrigerant charge. 4. Check all operating log temperatures, pressures, voltages and amperages. 5. Check filter temperature drop at full load conditions . 6. Check oil filter pressure drop. 7. Check vent piping on all relief valves for presence of refrigerant to determine relief valves are sealing properly. 8. Check oil level. Annual Maintenance-The following inspections and maintenance shall be done annually. 1. Leak test the entire machine. Report any leaks immediately to the Fort Bragg Community Schools. 2. Perform a megger test on each compressor motor. Keep a record of reading so that changes can be documented. 3. Tighten motor terminals and control panel terminals. 4. Check oil differential pressure switch setting. 5. Check and calibrate all unit operating and safety controls. 6. Check operation of slide valve control. 7. Tighten oil heater leads. 8. Check operation of condenser fans. 9. Take an oil sample analysis for acid, moisture and wear metals content. 10. Inspect for vibration and perform a vibration analysis if needed. 11.
