Description
The U.S. Geological Survey, Columbia Environmental Research Center, has a requirement to obtain an independent peer review upon a focused scientific review that shall either validate the efforts to date, or set in motion needed improvements that can be incorporated into future studies under this program. The peer review shall convene a panel of experts that can address, as science peers the following lines of research with the shovelnose sturgeon and pallid sturgeon; fish ecology-behavior, fish physiology-especially reproductive, hydrology/geomorphology-relation between fish and physical habitat in a managed system, and GIS/data management-tools for understanding fish movement, habitat selection in a large system. The peer review shall include presentations and literature research plus a final report addressing stated objectives. The U.S. Geological Survey considers this specified requirement as a sole source to Sustainable Ecosystems Institute (SEI) of Portland, Oregon. This contractor has demonstrated the ability to provide this type of independent science review within the time frame required. More importantly, while under contract with the Corps, SEI has reviewed other portions of the Missouri River Recovery Program which are closely linked to the CERC Comprehensive Sturgeon Research Program. This critical experience enables the review to take place within the context of all management actions that include research and monitoring, habitat improvements and propagation. SEI has a familiarity with the science and information gaps on pallid sturgeon restoration, and has a working familiarity with experts that are knowledgeable in the disciplines and subject matter necessary for the science review being sought. Other interested concerns having the ability to furnish these services will submit a capabilities statement to the contracting officer USGS, PO Box 25046 Denver Federal Center, Denver, CO 8025-0046 no later than the closing date of this requirement (06/29/2007) 4:00 PM MST. All submissions will be evaluated to determine if competitive opportunities exist; if no submissions are received by the above appointed time, the Government will proceed with noncompetitive award without further notice. This is NOT a Request for Quote (RFQ); the Government does not anticipate issuing a written solicitation. This notice and any resulting contract or order conforms to the requirements in place through FAC 2005-04, effective 08 June 2005. No number notes apply.
