Description 1. INTRODUCTION: a. This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Office of Special Counsel is not seeking proposals, and will not be responsible for reimbursing cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party?s expense. Not responding to this RFI does not preclude participation in any future RFQ. If an RFQ is released, it will be synopsized on fedbizopps. It is the responsibility of potential offerors to monitor this website and any other pertinent website for additional information pertaining to this requirement. b. The request is for information only and will allow the Office of Special Counsel to identify alternative approaches and develop an estimate of costs and effectiveness. The Office of Special Counsel may conduct an information exchange meeting with potential experts. These meetings would likely take place in the July timeframe. 2. PURPOSE: The purpose of this RFI is to gather information for the U.S. Office of Special Counsel regarding availability and price of specific expert legal services. 3. BACKGROUND: The U.S. Office of Special Counsel is a small independent executive branch agency that investigates claims of prohibited personnel practices, Hatch Act Violations, USERRA violations, and other violations of the merit system in the federal government. 4. TIMEFRAMES: For planning purposes, this RFI is being conducted in support of an acquisition decision in the July/August 2007 timeframe. 5. CAPABILITIES: Constitutional Law Expert OSC is seeking to gather information regarding availability and hourly rates of experts in the field of Constitutional Law. OSC has interest in contracting with one of the foremost experts in the country in the field of constitutional law. The expert should be recognized nationally or internationally as a top expert. Recognition of this level of expertise could be established, for example, through such things as: ?P Experience with preparing successful briefs for use in Supreme Court cases related to constitutional law. ?P Being the author of prominent text books on constitutional law. ?P Providing expertise and knowledge to foreign nations seeking advice and assistance with constitutional issues and developments of new constitutions. ?P Being ranked by national associations or media as one of the top experts in the field. The expert will provide advisory services, and may draft and/or review legal work products. These work products will likely be focused in certain complex areas of constitutional law, to include (not exclusively) the following: ?P executive privilege ?P jurisdictional issues ?P interplay of presidential powers vs. statutes and authority of independent executive branch agencies 6. QUESTIONS: Questions regarding this announcement shall be submitted, in writing by E-MAIL ONLY, to Mr. Doug Stickler at: dstickler@osc.gov. Questions of a substantive nature will be answered via the FEDBIZOPPS website; accordingly, questions shall not contain or request any proprietary and/or classified information. The Government does not guarantee that questions received after July 3, 2007 will be answered. 7. RESPONSES: Responses to this RFI should include two items: ? a detailed resume. ? an hourly rate for expert legal services. Any additional items are optional. REFERENCE/COMPLIANCE DOCUMENTS: Any future procurement shall comply with all applicable requirements in the Federal Acquisition Regulations (FAR).
