- The Air Force Research Laboratory Information Directorate Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with ETS Lindgren LP, 1301 Arrow Point Drive, Cedar Park TX 78613-6936 for twelve (12) Dual Polarized Log Periodic Array (LPDA) antennas. These antennas are being purchased as part of an experimental portable radar system. The antennas will be mounted on crankup towers for a tomographic ring of RF sensors. Though this notice of intent is not a request for competitive quotations, information received by the response date of this solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 334220. Sole Source Justification AFRL/SNRT requires the LPDA antennas to be compatible with the existing inventory of antennas of the same model and type. SNRT already possesses replacement parts of the same model as currently required. If a different antenna model were purchased, the Government would require not only a complete set of antenna units but also a new cache of parts to facilitate upkeep of the new antennas. Analysis showed that the total cost to augment and replace the existing antenna units with lower cost units and their associated maintenance parts exceeds the cost to augment the existing inventory with units of the same type. In any event, ETS Lindgren is the only source that can provide antennas that are compatible with the existing inventory. No other antennas could suffice since the experiment requires identical antennas for interchangeability between transmit and receive on the tomographic ring.
