- THIS NOTICE IS FOR INFORMATION ONLY. The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the Center for Aging and Healthcare in West Virginia, Inc., 517 Market Street, Parkersburg, WV 26101. The purpose of this procurement is to support an analysis of the data from the health promotion nurse care model to develop a new rural model for chronic care. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is a base year and one option year. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
