- SOURCES SOUGHT SYNOPSIS DESCRIPTION: Air Force Space Command at Schriever AFB, CO seeks potential sources capable of providing the following item: A compact DVB recorder playback unit of MPEG-2 transport streams, DVR-ASI compatible, allow for specific PID selection, store up to 100 hours of programming (1 tera byte), bit rate up to 250 Mbps, must have a very small footprint (1 ? 2 U), and be rack mountable. The anticipated delivery date is 31 Jul 07. The North American Industry Classification System (NAICS) 2002 code for this requirement is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a size standard of 500 employees. The following clause applies to this acquisition: 5352.201-9101 Ombudsman. (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). Please note that we are requesting a commercially available item that does not need modifications in order to meet the minimum requirements. Firms responding must indicate the following information: the business status and size: small business or small disadvantaged business, veteran owned small business or HUBZone certified, and indicate the appropriate NAICS code and list their relevant experience, if any, for the type of products described herein. If these products have been sold commercially, please provide pertinent information relative to the sale of these products. If these products are available on GSA schedules, please indicate the schedule number and the GSA contract number in your response. If possible, provide a copy of the GSA contract. THIS SYNOPSIS IS AN ADVANCE NOTICE FOR INFORMATION, MARKET RESEARCH AND PLANNING PURPOSES ONLY. IT IS NOT A SOLICITATION. NO SOLICITATION IS AVAILABLE AT THIS TIME. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This sources sought synopsis IS NOT a request for proposals; it is a market research tool being utilized to determine the availability and adequacy of potential sources before issuing a Request for Proposal (RFP). Any information submitted by respondents to this synopsis is strictly voluntary. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All documentation shall become the property of the Government.
