Description
Solicitation N00421-06-R-0033 is being issued as a Request For Proposal (RFP). The incorporated document, provisions and clauses are those in effect through Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS). The Naval Air Systems Command; Aircraft Support Contracts Department (AIR 2.3.2.1.2), Patuxent River, MD 20670-1127 announces its intent to procure on a competitive basis, under the (CACCS) program, H-53 Crash Attenuating Crew Chief Seat systems utilizing Non-Developmental Items (NDI), and perform the non-recurring engineering to install the seat into the CH-53D, CH-53E and MH-53E helicopters. The Government, through Navy facilities, will structurally verify the selected seat system integration and dynamically qualify the selected seat. System qualification shall include all interface hardware and any airframe modifications required to adapt the CACCS to the H-53 model helicopters. The efforts addressed within this Statement of Work (SOW), shall be applicable to the CH-53D, CH-53E and MH-53E helicopters. The contractor shall meet or exceed all requirements defined by this SOW and the CACCS performance specification. The contractor shall maintain the system integration within the defined parameters of the Interface Control Document (ICD). Note: A full and open competition will be conducted using the BEST VALUE Source Selection approach to select the most advantages offer based on both non-price factors as well as price factors. The Government anticipates evaluating the offers based on technical, price related factors, and past performance. Anticipated award date is on or about November 2007 for firm-fixed price (FFP) and cost plus fixed fee (CPFF) type line items. The Government shall require any potential offeror to have an approved First Qualification test articles completed seven (7) months after contract award. The standard industrial code for this requirement is 3728. The solicitation is available on the NAVAIR Home Page at http://www.navair.navy.mil/business/ecommerce/index.cfm under solicitation/RFP number N00421-06-R-0033. Proposal submission shall be no later than the date and time specified on Standard Form 33 (Block 9). Any amendment issued will be posted to the same website and all vendors should regularly access the website to ensure they have all amendments. Failure to obtain any posted amendments and to respond to each of them prior to the date and time set for receipt of offers may render your offer nonresponsive. INDUSTRY DAY ANNOUCEMENT: Industry will be provided the opportunity to board, measure and take pictures of pertinent areas/Crew Chief station of a CH-53E and CH-53D aircraft at Marine Corp Air Station (MCAS) New River, NC on 25 July 2007 from 1000-1500. Personnel will be available to take note of questions but questions will not be answered during this event. Any questions with the corresponding answers will be posted by 2 August 2007 for all interested parties.
