Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Division intends to solicit on other than full and open competition Customs related maritime data on locations, owners, crew, and passengers of small vessels, operating within the Caribbean Basin. The contractor is required to provide daily delivery of, and access to, small vessel movement data collected, compiled and stored electronically in the YACHTRAX database, for which the Office of Naval Intelligence requires 24/7 access. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source, DPC Digital Port Control LTD (DPC) under the authority of Section 4202 of the Clinger-Cohen Act of 1996 - sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). DPC is the sole marketing partner and database service provider for a consortium of Caribbean nation's customs authorities and is the sole developer and service provider of the YACHTRAX system. DPC is the only company that has, via YACHTRAX , the ability, capability and authority to provide automated, bulk downloads of the Caribbean area Customs data contained within the system to ONI. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable North American Industry Classification Systems (NAICS) Code is 518210; size standard $23M.
