Description
This is a Sources Sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region and National Park Service, Lake Mead National Recreation Area (LMNRA) have a requirement for a planning study to determine whether a Lake Mead - Hoover Dam Welcome Center is feasible, and if so what size it should be, where it should be located, and how it should be organized and operated. The facility would be a multi-use "gateway" to the Lake Mead LMNRA and to Hoover Dam that would enhance tourism by orienting visitors to recreational, educational, and sightseeing opportunities in the LMNRA and at Hoover Dam. The facility would likely serve as a hub for various modes of transportation providing access to points in the LMNRA and to Hoover Dam, and would provide parking for visitors and tour buses. The welcome center would be designed to achieve LEED (Silver or greater) certification and to fit harmoniously with the natural landscape and existing facilities in the area. Site selection is an important element in achieving LEED certification. The study will include determining problems and needs; formulating alternatives; developing operational plans, estimating construction and operation costs; assessing non-federal funding sources; preparing business plans to show self-sustaining operation; evaluating alternative energy sources; and conducting evaluations such as a fatal flaw analysis, a multi-attribute matrix analysis, and a value analysis. Interim reports and presentations, as well as a final report will be required to document the study results. A draft Statement of Objectives (SOO) is available upon request to interested parties for review and comment. Firms interested in participating in the above procurement are invited to submit capability statements in response to this request. The capabilities package submitted should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Firm's name, address, telephone and fax numbers, business size and type ( 8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of similar studies completed within the past five years including, project titles, location of studies, detailed descriptions of the studies performed, dollar values, contract award and completion dates, and client's name and telephone number; (3) Estimated performance period to complete the welcome center study and prepare the report; and (4) Commercial Terms and Conditions including payment provisions and intervals.
