- The Missouri has a requirement for the contractor to provide twelve (12) Staff Training Exercises (STXs) over the next twelve months. Each STX will exercise the Operations Center using extensively pre-developed Weapons of Mass Distruction (WMD) scen arios. The requirement is posted in accordance with FAC 05-17 provisions and lauses. The Statement of Work is as follows: 1. Training Objective. Develop 7th Weapons of Mass Destruction (WMD) Civil Support Team (CST) Operations Center tactics, techniqu es, and procedures for developing a Common Operating Picture, conducting analysis, determining conclusions, and providing recommendations to an Incident Commander (IC).2. Event Description. Conduct twelve (12) Staff Training Exercises (STXs) each year. Each STX will exercise the 7th WMD CST Operations Center using extensively pre-developed WMD scenarios combined with significant notional functional area (e.g., Interagency, First Responder, CST Survey, CST Analytical Lab, CST Commo, CST Medical, CST Comma nd) play to expand scenario development and resolution throughout the exercise.3. Event Frequency and Duration. Conduct one (1) STX approximately each month with a maximum of two (2) STXs in any given month. Each STX will be one (1) work day, typically starting at 0800 and concluding at 1700. 4. Event Scheduling. Excluding the first three STXs, 7th WMD CST will provide tentative date for each STX NLT 90 days in advance and provide final date NLT 30 days in advance. However, 7th WMD CST reserves the r ight to reschedule due to unforeseen circumstances beyond its control (e.g., real world incident response). Dates for the first three STXs are:a. First STX: Saturday, 28 July 2007. b. Second STX: Saturday, 11 August 2007. c. Third STX: Saturday, 22 September 2007. 5. Event Location. All STXs will be physically conducted at 1260 Artillery Circle, Fort Leonard Wood, Missouri 65473. 6. Contractor Major Objective 1: Develop and produce Exercise Scenario. a. Each fictional scenario event will be notionally located in the St. Louis, Kansas City, Columbia, and / or Springfield, Missouri metropolitan areas. Each metropolitan area must be used at least twice in the sum total of the 12 exercises. b. Contractor will provide 7th WMD CST command with Draft Scenario for approval NLT 30 days in advance of each STX. 7th WMD CST command will provide approval or request for adjustment to Contractor within 7 days of receiving Draft Scenario. Each Draft S cenario will include: (1) Sufficient background information (e.g., pre-event situations) to frame event context, facilitate situation awareness, and promote information gathering. (2) Description of Level I or Level II WMD or other Incident of National Significance (INS) event(s), including type incident (e.g., Nuclear Detonation), location(s) and time(s), and sufficiently detailed initial impact description (e.g., casualties, sign s and symptoms) to facilitate operations center analysis. (3) Detailed list of interagency (i.e., local, state, and federal agency) and non-governmental organizations (NGOs) involved. (4) Identification of type of Incident Command System (ICS) command structure (e.g., Single Incident Commander, Unified Command, Area Command) and a diagram of the command structure. c. Contractor will provide 7th WMD CST command with final scenario for approval NLT 3 days in advance of each STX. Each final Scenario will include: (1) Updated background information, event description and ICS command structure diagram from draft scenario as approved by 7th WMD CST command. (2) Interagency and NGO Roster. Expanded interagency and NGO list to include POC names, phone numbers, and e-mails. (a) 7th WMD CST will provide Contractor with roster (i.e., name, phone number, and e-mail) of live interagency and CST role players NLT 10 days prior to each STX. (b) Contractor will fill in remainder of roster with contractor provided role player(s). (3) T imed event list, including appropriately sequenced scenario development information and intelligence injects. 7. Contractor Major Objective 2: Provide an Observer / Controller (OC) for the exercise. a. The contractor must have extensive experience in and knowledge of ICS, disaster response, and CST operations. Contractor will provide the 7th WMD CST command with the OC's name and contact information for approval NLT 30 days prior to each STX. 7th W MD CST will accept or reject the Contractor's OC within 7 days of notification. b. The OC must be well versed in the fully developed scenario and all its components, capable of facilitating and guiding activities as needed to fully develop scenario play. c. OC will monitor 7th WMD CST operations center activities and work with interagency, NGO, and 7th WMD CST role-players to adjust information and intelligence injects to facilitate continued analysis as needed. d. OC will facilitate an AAR with all exercise participants at the conclusion of the exercise. 8. Requirements Submission. Contract documents required to meet Contractor's Major Objectives may be provided via e-mail to david.lee.boyle@us.army.mil and robert.j.payne@us.army.mil or delivered personally to LTC David Boyle or MAJ Robert Payne at the 7 th WMD CST Headquarters. Files in Microsoft Office (e.g., Word, Excel, and PowerPoint) are acceptable formats. 9. Technical Points of Contact (POC). Contractor will provide a single POC for this contract to 7th WMD CST command within 15 days of contract award. The vendor must provid past performance references to include the name of the agency/company , telephone number and the name of an individual that has knowledge of your ability to perform the services required. Pricing to include all cost for the 12 events. US Department of labor wage determination for Phelps County, MO are applicable to this so licitation and are available for review at www.wdol.gov.
