Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Ceramics Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Canberra Industries, Inc., for the purchase of Multiport II and NIM modules for the Canberra SiLi and GeLi Detectors. Sole Source determination is based on the following: NIST currently utilizes a Canberra SiLi detector and a Canberra GeLi detector. The Multiport II and NIM modules required will be used to acquire the pulses that come from the detectors, translate them into an energy spectrum, and simultaneously pulse process and ultimately count these pulses and turn them into real spectra/data that can be represented either as a multi-channel analyzer trace or plotted intensity as a function of photon energy. The entire 4-channel pulse counting electronics specified must fit into a single NIM bin. They must be able to handle extremely high count rates 250,000 counts per channel and minimal dead time and no loss of resolution. Each of the 4 channels must be analyzed and displayed simultaneously on a single PC display that is also pre-existing equipment. The entire package must be pin for pin compatible with Canberra detectors already in operation. This includes the amplifiers to power the detectors as well as the input for the multichannel analyzers. Therefore, the Multiport II and NIM modules must be 100 percent compatible with the existing detectors. Canberra Industries, Inc., is the sole manufacturer and distributor of the modules that is required to satisfy the Government?s minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 24, 2007, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
