Description
SUBJECT: CALORIMETER-THERMAL GRAVIMETRIC ANALYSIS INSTRUMENT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No DE-RQ26-07NT00604. The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following: A Simultaneous Differential Scanning Calorimeter-Thermal Gravimetric Analysis Instrument, 1 each. Specifications: A combination Differential Scanning Calorimeter-thermal Gravimetric Analysis (GSC-TGA) Instrument to analyze small quantities of materials used as gas adsorbing agents and related research. To meet the requirements is must: 1. Simultaneous measure heat flow to function as a DSC and weight change to function as a TGA. Combination of these two capabilities in one instrument that can measure both properties simultaneously is essential. 2. Temperature range of the measuring system must be from ambient temperature to 1500 degrees C. 3. TGA balance sensitivity must be 0.1 microgram. 4. DSC noise must be less than 4 microwatts. 5. The DSC must incorporate a reference pan and a sample pan for accurate measurement of heat flux. 6. Control of gas flow by mass flow controllers must be provided. 7. Dual pan system is preferred for obtaining comparative TGA and DSC results. 8. Sample chamber must have provision to be evacuated. 9. The instrument must have provision to sample evolved gases that may be sent to other independent instruments for separate analyses. 10. Software for control of the instrument and analysis of the date must be provided. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 334516. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This Request for Quotation (RFQ) is totally set-aside for Small Business.
