- Description: LK TECHNOLOGIES MODEL CMA2000 CYLINDRICAL MIRROR ANALYZER DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to LK Technologies Inc, Bloomington, IN for delivery to our site in Pittsburgh, PA for the following: 1. Model CMA2000: Double-pass optics mounted with linear mechanism on 2.75inch flange ??? each. 2. Model CMA2000 Control electronics and software. Signal recovery is b analog method ??? each. 3. Model EG3000 electron gun mounted on 2.75inch CFF ??? 1 each. 4. Model EG3000 electron gun control electronics ??? 1 each. 5. Model EG3000 electron gun port aligner ??? 1 each. This request is considered to be sole source to the LK Technologies because the CMA2000 is manufactured exclusively by them. It is a unique instrument in its field as a retractable, small-size, double-pass cylindrical mirror analyzer of relatively high energy resolution (-1% depending on source size). The double pass nature of the instrument allows high resolution and low background with typical signal-to-noise ratio greater that 500:1 for auger spectra. The precise retraction of the instrument allows the analyzer to closely approach the sample specimen with 2-3 mm for optimal spectra, as necessary for compact analyzers. This allows the emitted signal to be analyzed at the ideal CMA acceptance cone angle of 42 degrees necessary to eliminate angular aberrations and maximize signal. The analyzer includes integral magnetic shielding in both the cone and cylinder area. The compact size allows the analyzer to be fitted through a tubular diameter of approximately 1.40 inches. The matching EG3000 Electron Gun provides a glancing incidence auger beam source for high surface sensitivity and spot size (-1 mm) matched to the acceptance of the CMA2000. The gun energy, beam current and spot size are all conveniently adjustable with the control unit. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offers: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirments above. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firm???s ability to provide the services or work described above. Interested parties must provide rationale as to why they should be considered. Interested parties shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. All interested firms must respond to DE-RQ26-07NT000605 by 05:30 P.M. EST, July 25, 2007. Therefore, no solicitation will result from this announcement.
