- The U.S. Coast Guard intends to procure contractor services for Advance Culinary Skills Course. Coast Guard Course Code# 500798. (SEE NOTE 22) This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis to Culinary Institute of Virginia, 2428 Alameda Ave. Norfolk Va. 23518. SCOPE: Provide a ten day Advanced Culinary Skills and Development Course (ACSDC) and offer theoretical instruction, demonstration, guided practices and assessment and provide training delivery on a daily basis. The specialty training is developed for sixteen winners and runner-ups of the ?Excellence in Food Service Awards Program?. The course will provide extensive technical culinary skill development in the following areas: Nutritional food preparations/ techniques, artisan and contemporary bread baking, advances table service, cake decorating, and dessert preparation, cooking fundamentals, ethnic flavor profiles, showpieces and buffet presentation. The focus of the program is "learn by doing" and "train the trainer". Attendees will spend the majority of their instructional time in laboratories producing foods and applying the theoretical concepts with practical knowledge the already posses as the Coast Guard Food Service Specialist (FS) professionals. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
