- The U.S. Geological Survey Bird Banding Laboratory (BBL) has a full and open competitive requirement for After Hours Telephone Answering Services. BBL has a toll-free telephone line for the public to report recoveries of banded birds. A Telephone Answering Service is needed to answer overflow, after-hour, weekend and holiday calls 365 days a year on a 24-hour basis. The contractor will be expeced to obtain the band number and information on how, when and where it was obtained, along with the name and address of the reporter. This is termed - "a completed transaction". Annually, approximately 60 million birds representing hundreds of species are banded in North America. About 90,000 are subsequently recovered and reported. Most reports come from waterfowl hunters who have killed banded ducks or geese during the months of September through March. Some portion of calls will not be calls reporting bird bands and will not result in a completed transaction. Contractors shall provide a cost per completed transaction. For the purposes of this contract, a completed transaction is considered to be one individual band recovery report. The NAICS Code is 561421- Telephone Answering Service.
